Day 2 – Quiz
Mitigation
Dmytro Glazkov
Case Study Presentation:
Environmental Assessment and Environmental Management Plan were
developed for Ukraine Power Transmission Project financed by the
Bank. EMP included a range of mitigation issues which are devoted to
removing or reducing adverse impacts on environment and natural
habitats or their functions, keeping such impacts within socially defined
limits of acceptable environmental change.
Based on local environmental legislation and applicable international
standards Ukraine Power Transmission Operator hired Local Institute
which developed a comprehensive EIA and EMP
You are a representative of local NGO which received an invitation to
Public Consultations planned next week and devoted to review of
EA/EMP. You should review publicly available EA/EMP, paying attention
to proposed mitigation issues and during Consultations ask questions.
MITIGATION QUIZ
What is Environmental Mitigation (choose all that apply):
1.
2.
3.
4.
5.
6.
7.
8.
Avoiding the impact altogether by not taking action.
Minimizing impacts by limiting the degree or magnitude of the
action and its implementation.
Neglecting minor impacts and paying attention to major negative
ones.
Softening the impact by repairing, rehabilitating, or restoring the
affected environment.
Reducing or eliminating the impact over time by preservation and
maintenance operations during the life of the action.
Compensating for the impact by replacing or providing substitute
resources or environments.
Compensating people who are negatively affected by impacts
Demonstrating that negative impacts are outweighed by positive
economic impacts
MITIGATION QUIZ
Which one is a correct statement?
Does The Bank favors preventive measures
over mitigatory or compensatory
measures? or
The Bank favors mitigatory or
compensatory measures over preventive
measures?
MITIGATION QUIZ
Project's environmental management plan
(EMP) consists of? (choose all that apply):
Financial Indicators
Set of mitigation measures
Monitoring Actions
Project Screening Criteria
Procurement Plan
Institutional Measures

MITIGATION QUIZ
During Rehabilitation of High Voltage Power Transformer Consulting
Company identified and filed that cooling oil containing PCBs spilled
into the ground.
What measures should be included in EMP on how to deal with PCBs?
(choose all that apply):
1.

7.
Call for Public Consultation Process
Hire qualified company to identify source of contamination and Removing
Sources of Contamination
Dispose contaminated land with PCBs at nearby landfill
Set institutional controls which can prevent intrusion into the
contaminated zone that could lead to increased movement of those PCBs
to surface waters
Do site sampling of soil and groundwater quality to identify further
leaching of PCBs
Call to sanitary inspection to clean it up
Call to sanitary inspection to report on PCB contamination
MITIGATION QUIZ
Select activities performed by Contractors during the
construction phase of project (construction of
transmission line and 550kV substation) to prevent and
mitigate possible negative impacts on the environment
and people?
Waste management/handling;
Land, soil and water control;
Air emission control;
Control of energy efficiency measures;
Cultural resources/chance find;
Traffic rerouting;
Natural habitats control;
Occupational and health safety of workers;
International water ways control;

Contractors
Power Transmission Company (PTC)
Pest Management Expert
Laboratory hired for soil sampling
Prime minister
Transport Authority
Environmental Inspection
General Population leaving nearby Power Transmission Line
Chief Engineer
Company hired for removal of PCBs
MITIGATION QUIZ
Planned Transmission line passes through
~ 50 years old Forest (select Mitigation
Measures which are applicable):
Cut Forest without any compensation;
Propose an underground cable instead of power line;
Replant Trees into new location as a
compensation/mitigation measure;
Sacrifice this site and find new site which is equaly important
and create a natural biodiversity area;
Select a New site and plant new trees (of same sort) as a
compensation to old forest plantation;
Change pass for Transmission Line;
MITIGATION QUIZ
Power Transmission Line also
encountered a pile of obsolete pesticides
(select Mitigation Measures which might
be used):
Transport this pesticides to a site 200 meters away from the
planned pass of Transmission Line and dispose their;
Send to Incineration Facility;
Application of the pesticides to the farms located near the
site;
Call to the waste management company and get them
remove pesticides to the landfill;
Collect Pesticides and transport them to the proper storage
site (i.e. concrete floor, no leaching, guarded for theft, etc.);
