Department’s FTO Program
► 1987-1992:
No formal FTO Program.
Officers given the keys to a cruiser and a
map of the city.
Booze!
Women!
Steroids
Political Interference
Excessive Force!
History Continued
► 1992-1995:
Recruits required to ride with
another officer for 2 weeks. No training for
the officer, no evaluations for the recruit,
and no accountability for this program.
► 1996-Present: Formal FTO program
established. Trained FTOs.

Course Objectives
► Officers
will know the definition of “ethics”
► Officers will know the effects of “their”
ethics on recruits.
► Officers will understand the importance of
“Role-Modeling” for their recruit.
► Officers will understand their part as a
“Role-Model” within the department and
why they are a integral part of the success
or failure of an officer or even a
department.

will be given tools to recognize and
combat ethical dilemmas.
