SITA Aircraft Data Link Service
• Creation of SITA in 1949 by airlines to provide them with
shared network services.
• Expansion of data network coverage
 VHF AIRCOM ground stations
 Satellite AIRCOM INMARSAT ground stations
• The AIRCOM Data Link Service provides aircraft with a
means to exchange data with airline systems and ATS
application systems connected to the SITA terrestrial
network.
• Today SITA provides ACARS services to over 5,000 acft for
AOC comms. On average we provide services to 3,000 acft
daily that exchange in excess of 350,000 mesages

SITA provides AIRCOM Data Link service for use
by Aircraft Communication Addressing and
Reporting System (ACARS) avionics.

• According to IATA estimates, there are about
1200 FANS 1/A equipped aircraft.
• 20 ATS providers around the world are
providing/planning to provide FANS 1/A
based services
• On regional context the following airlines
have datalink capabilities:
– TAM, LANCHILE, COPA, MEXICANA, ACES,
AIR JAMAICA, TACA, MARTINAIR, VARIG.
AIRCOM ATS Services
• Sets of data link applications using ACARS:
 “Pre-FANS” applications that use only the basic
text messaging capability of the ACARS avionics:
 Departure Clearance (DCL) and Oceanic Clearance
(OCL)
 Automatic Terminal Information Service (ATIS)
 The FANS applications which require special
processing capability in the user aircraft:
 Automatic Dependent Surveillance (ADS)
 Controller Pilot Data Link Communications (CPDLC)
 ATC Facilities Notification (AFN)

ACARS to ATN Transition
• As part of LINK 2000 (the Eurocontrol Link Program
Steering Group)an industry group lead by Boeing
was formed with the objective of examining ways to
accommodate FANS 1/A aircraft in ATN Baseline 1
airspace, to provide ATS providers with aircraft to
justify investment and maintain progress on
domestic datalink infrastructure investment
• To support FANS-1/A aircraft in ATN airspace IRRF
has considered a solution based in two kinds of
gateways: internal and external.
• The gateway provides the fundamental mechanism
for ATN-based ATS Providers to communicate with
FANS-1/A aircraft, and vice versa
• SITA is actively involved with IRRF group in order to
develop/provide an external gateway

• SITA will increase VHF AIRCOM data link capacity by
introducing VHF Digital Link Mode 2 service providing 10-20
times more capacity per channel.
• Industry has defined the “ACARS over AVLC” (AOA)
standard as a means to operate existing ACARS
applications over the VDL 2 network

SITA is currently trialling the AOA service with a major
European Airline

The VGS (VDL Mode 2 and ACARS capable) has been
delivered in October 2000 and deployment started beginning
in January 2001
ATN Ground Applications: AMHS Plans

SITA is planning to build an Aeronautical Message
Handling Service (AMHS) that fully complies to the
ICAO ATN AMHS Standards and Recommended
Practices
SITA is assessing ATS provider requirements for
introduction and use of AMHS services in order to
determine when the service should be rolled out
SITA can provide either a back-up or primary AMHS
service
ATN Ground Applications: AMHS Plans
• ATS ground-to-ground communications are
increasingly using generic telecommunications
services e.g
– the FAA Telecommunications Infrastructure (FTI)
initiative to replace the FAA’s leased lines with a
Frame Relay and ATM backbone
– the Eurocontrol CFMU regional IP service to
support the Enhanced Tactical Flow
Management System
• SITA encourages ATS providers to consider providing
AMHS services over an IP network service, ATN
ground/ground routers are not essential for AMHS
services

• VDL/ATN will support the ICAO ATN CM, CPDLC, ADS,
and FIS applications

By concluding...
• SITA works with the ATS providers developing data link
applications to ensure they are accessible to the AIRCOM
customer airlines.
• SITA encourages the use of the existing ACARS AIRCOM
infrastructure to the ATS providers for initial ATS datalink
applications (D-ATIS, DCL, OCM, FANS 1/A)
• ATC providers implementing CPDLC services will have to
offer them to ATN and FANS-1/A equipped aircraft to have a
significant impact on airspace capacity by 2005
• SITA is willing to work/partner with ATS providers to
support plans and trials for ACARS based ATS
applications and ATN service provision including AMHS
