SUMMARY
This information paper gives an update of the current plans in AEEC to
progress the IPS for Aeronautical Safety Services standards

AEEC IPS for Aeronautical Safety Services Update
• ARINC Project Initiation/Modification (APIM) to further define and specify
IPS was submitted to AEEC Systems Architecture and Interfaces (SAI)
Subcommittee, Feb 2015
• APIM was voted on at mid-term session in Sep 2015 and approved, with an
understanding that there would be two steps:
• Step 1: Develop a roadmap document and development plan, scheduled
completion Apr 2017
• Step 2: Execute the development plan and produce ARINC Project Paper 8XX,
Internet Protocol Suite (IPS) for Aeronautical Safety Services, anticipated
completion Apr 2019
• Kick-off webex held on 10 Dec 2015 (presentation follows)
• First face-face meeting scheduled at RTCA in Washington DC for 23-25

INTRODUCTION – APIM 15-004 adopted
Following APIM 15-004 adoption in September 2015 (AEEC Mid-Term
Session) a new group has been created: Internet Protocol Suite (IPS) for
Aeronautical Safety Services subcommittee
Co-Chairman: Greg Saccone, The Boeing Company
Co-Chairman: Luc Emberger, Airbus
• Goal: Develop an industry roadmap and a development plan for defining
IPS for Aeronautical Safety Services, including airborne, ground-based and
space-based communication systems, coordinating with aviation Standards
Development Organizations (SDOs), Air Navigation Service Providers
(ANSPs) and others with an interest.
• Scope: New network infrastructure for safety services (both air traffic
services (ATS) and aeronautical operational communications (AOC))
Non “safety” AOCs and Cabin IP Com are out of the scope of the WG

INTRODUCTION – A 2 step Approach, Focus on step 1
It is proposed that the IPS Subcommittee prepare a detailed technical
definition of IPS for aeronautical safety services in a new ARINC Standard, in
a 2 steps approach:
Step 1: (from now to April 2017) Roadmap for standardization and main
architecture impacts of IPS introduction
Step 2: (April 2017 to April 2019) Development of an ARINC Standard for
IPS
Step 1
The subcommittee will define the perimeter which needs to be standardized
for IPS (air-to-ground and end-to-end) and in which timeframe each part shall
be standardized by the appropriate standardization body (ICAO, RTCA,
EUROCAE, ARINC).
The output of the new subcommittee for Step 1 will be an ARINC Report

OBJECTIVES
• The main outcome of the final report shall be a detailed roadmap
highlighting:
• What shall be standardized (equipment? Interfaces? Protocols?
Performances? Profiles?)
• Which body shall support the standardization (AEEC, ICAO, RTCA,
EUROCAE?)
• When the standardization shall be achieved?
• How the standards will be validated?
In order to build a valid roadmap, endorsed by all stakeholders, a set of topics
will need to be detailed in the report:

Clarify and detail the scope to be addressed by ATN/IPS :
• Definition of long-term needs for IPS for aeronautical safety services
• What will be the “users” of IPS (ATC, AOC)?
• Which functional, performance and safety and data security requirements apply?

• Definition of mid-term opportunities
• Which applications and communication means
Identify the deployment roadmaps and their impacts on the solution:
• Deployment roadmaps (Europe and US) including transition phase during
which ACARS, ATN/OSI, and IPS will co-exist
• How aircraft equipped with ACARS, ATN/OSI and aircraft with IPS will be
accommodated?

Now:
• Call for contributions / white-papers, first thoughts focused on the key topics
identified earlier as inputs for the first F2F meeting early 2016 (Date TBD)
• Identify any other technical areas that need to be defined (i.e. ones that are not
mentioned in APIM)
• Establish boundaries between various bodies/committees
Next year:
• First draft report expected by Q4 2016
• Need to schedule synchronisation milestones with other bodies and initiatives
