What is a Next Generation Network ?

A technical definition (from ITU-T SG 13)
A packet-based network able to provide telecommunication services
and able to make use of multiple broadband, QoS-enabled transport
technologies and in which service-related functions are independent from
underlying transport-related technologies. It offers unrestricted access by
users to different service providers. It supports generalized mobility
which will allow consistent and ubiquitous provision of services to
users.
Key Technical Drivers
 Continuous migration of network’s core transport to universal packetbased (IP)
 Generalization of Broadband access to networks
But…technical considerations alone are not enough !

Network infrastructure costs are driven down dramatically
 Standardization and software-based solutions
 Universal and efficient packet-based transport technology
And a network infrastructure will provide many services
 A network will « by construction » be multi-service
 Business model can be built on « service bundles »
But a vicious circle must still be broken !
 Lack of access to the network makes an insufficient case for investment
in core infrastructure hence keeping access costs high !
 Example of mobile boom in Africa « somehow » broke this circle but…
 Africa will at best reach a mobile penetration rate of 20% in…2010
