The Marine Board – ESF
“Challenges and opportunities for
Marine Sciences in FP7”
EUROPEAN MARINE SCIENTIFIC RESEARCH PERSPECTIVES 2007-2013
European Parliament – Brussels 17 October 2005
The European Maritime Dimension (1)
Enhance the exploration of the marine environment
through a better use of research facilities and
capabilities

well equipped research vessels, satellites, in-situ experimental stations,
autonomous networks, super computers…

The best use of them means:
- sharing investment strategies
- facilitating open access to them
The European Maritime Dimension (2)
The Maritime environment:
a driving force in the European economic landscape

The maritime economy is:
- important & strategic (maritime transport)
- diverse (exploitation of marine resources, different usages of the Sea)
- characterised by interlinked activities which impact the Ocean at a global scale

Achieve sustainability through:
- Knowledge (Integrated dynamic ocean system)
- Technologies (tools, data, products)
- Approaches (ICZM, Ecosystem Approach to Fisheries..)
- Information Access (Policy makers, professionals, industry..)
Marine Science & ERA, challenges

Cooperation to face scientific challenges: networking of institutes
collective scientific voice, forums,
synergies & strategies
Provided by the Marine Board (ESF), Efaro, Eurogoos and ICES


Partnerships to facilitate the use of research facilities (sharing investments,
evaluations, provide common grants…)
Adapt new technologies to marine conditions, support national/European policies
Marine Sciences should aim to become an
example for the construction of the ERA
Marine Board - ESF
Established 1995
Chair – Jean-Francois Minster
25 Member Organisations (Marine Institutes and Research
Councils) - 17 countries. Observers: EC, NSF, etc
Funded directly by MOs
Policy / Strategy oriented –
Statements & Positions Papers
Meets twice yearly

Modus operandi around 4 axes:
Forum-Strategy
Voice-Synergy
Policy & Strategy
• Interactions with pan-European initiatives:
–
EC
• FP5, FP6 and FP7 development
• FP6 Networks of Excellence; IPs
• Marine ERA-Nets
• Marine Environment Strategy
• Green Paper on Maritime Affairs

FP7 & Marine Sciences (1)
•
FP7 - MB Objectives
–
–
•
Secure visibility & commitment to marine science – research in support of European
policy, see MB FP7 Statements: 10th Sept 2004 & 13th June 2005
Elaborate opportunities towards enhancing European competitiveness in a maritime
Europe
FP7 - MB Calls for
–
–
–
–
–
«an internal structure will be created to ensure co-ordination of marine science and
technology across the relevant thematic areas»
Marine component under Theme 6 Environment – Evolution of Marine Environments
The establishment of an appropriate structure to ensure co-ordination of marine
science and technology across the all FP7 Thematic Priorities and Programmes
The recognition of and inclusion of marine science and technology in all FP7
Thematic Priorities (as identified by Dr Heffernan)
The opportunity afforded by Commissioner Borg to input to the EU Maritime Policy
initiative
Moving towards the ERA…
Requires:
• Enhanced integration (flexible tools & approaches)
• Enhanced coordination (partnerships, programmes, policies &
strategies etc.)
• Stronger development in marine sciences and technologies
• An enlarged forum of marine partners (eastern Europe)
• Enhanced communication & concerted actions with society & public
A thriving maritime economy in harmony
with the environment supported by
excellence in the European Research Area
