• The Iraqi state has institutionalized policy and operational framework for
the sustainable management and conservation of natural resources.

Programmatic & Operational Considerations
• Environment and climate change considerations compete for the
attention of the general public and the government with other
priorities.
• Development Dilemma – getting the right balance between development
needs and environmental protection.
• Regional dimensions of certain Iraqi environmental issues (such as
sandstorms, trans-boundary waters, marshlands) exceeds the
mandate of the UNCT.
• The capacities of the MoEnv at central and sub national levels requires
considerable strengthening for it to effectively play its information analyses,
policy making and regulatory roles.
• Absence of environmental activism amongst Iraqi civil society.
