Recommendations
Housing Department
• Find that the proposed action is exempt from the
California Environmental Quality Act pursuant to
CEQA Guidelines Section 15061(b)(3) (“general
rule exemption”) as it will not have a potentially
significant environmental effect; and
• Approve the City’s Public Housing Annual Plan
(2016) and authorize the Interim City Manager to
execute any and all documents regarding its

2016 Significant Changes
Housing Department
• 1) Transfer 40 NED 2 Vouchers to HUD
> NED 2 serves clients who are transitioning from a
nursing home or healthcare institution to a private
apartment
> Since 2011, over 400 NED 2 clients have been
processed, but the vast majority chose to be housed
outside of Pasadena resulting in low lease up rate and
uncompensated staff work
> City Council on 12/14/15 approved the transfer of
NED 2’s to City of Los Angeles Housing Authority
> No tenants will be displaced
