Planning and Building Act
 Master Plans on different geographical levels (or topic)
 Regional (part) plan
 Not legally binding
 Planning tool
 Municipality (part) plan
 Defining intended use for different areas






Might give rules for serial development
10-15 years validation period


Housing
Public purpose
Commercial use
Agriculture, Nature and “Outdoor life”
Decided by the Municipality Council, validated by the Ministry
Updated at least every 4 year period
 Regulation plan (zoning plan)
 Valid until changed by the Municipality Council
 Gives more detailed rules for the development/construction

SOSI - Systematic Organisation of Spatial
Information
 A standard format for digital geodata
 Every Regulation Plan has to be delivered in SOSI format
 Norwegian Mapping Authority responsible for development
 The standard consists of three parts:
 basic syntax
 standard elements and guidelines for practical use
 object catalogue including data models together with thematic and
attribute codes

SOSI
 The standard defines the technique for data definition of geographical
information, hereby description of geometry and topology, data quality,
coordinate systems, meta data. Concrete data description for different
data types and area of use.
 The standard gives rules for the work in connection with property units
and “right to use” regulation, setting borders, limitations, points. Legal
rules for mapping, registration are incorporated.
 The standard defines how nature and societal geographic data to be
marked by use of direct or indirect methods. The objectives is to show
methods giving geographical place with necessary accuracy and at
the same time avoid misunderstanding when national and
international exchange of data.
