MANAGEMENT PLAN of LAKE
EĞİRDİR

• Many of lakes and rivers in our country as
well as in the world were polluted by means
of several factors degrading the water quality
and eventually became impotable.
• Current understanding of water
resources management can
only be realized by the
contribution of
Experts (scientists and
engineers)
Stake Holders , and
Peoples
• These three groups have very
important roles in taking the
right decisions about water
resources management.
Lakes can form by means of accumulation of waters in
depression zones of earth.
Input to Lakes;
Precipitation,
Surface Runoff, and
Groundwater
Output from Lakes;
Evaporation from lake surface,
Streams leaving from lakes, and
Seepage to groundwater, etc.
• Lakes have important roles effecting on
hydrology, ecology, environment, and socioeconomical aspects of their surrounding
region.
• Lakes are also important refuges for
immigrating birds to rest and nest as well as
for aquatic bio-life, flora and fauna to
suspend their life.
• Lakes are dynamic regions exposed
to all kinds of natural and
anthropogenic impacts.
• It is very vital to have consensus
among the water managers, land
owners, and other related groups
with lakes to maintain the biologic
diversity and productivity while
utilizing the water resources

How Could Be More Successful in Application of the
Management Plan?
• A
SYSTEMATIC
APPROACH
SHOULD
BE
IMPLEMENTED in application of techniques to
solve the lake-problems or to rehabilitate the lakes
efficiently in problematic areas.
• During application of a surface water resources
(such as lakes) management plan, it is very
important to have A CERTAIN AUTHORITY that is
ACCESIBLE TO ALL INTERESTED GROUPS to get the
highest possible efficiency in implementation of
project activities.
• A proper lake management plan should:
– Require expression of accepted visions,
– Have common decisions about the targets and
corresponding activities to reach them, and
– Require the partners to know what actions to
implement clearly to rehabilitate the lake.
Development of Management Plans are a complex process
that requires;
Information-knowledge,
Conversation-communication,
Participation,
Budget, and
Support.
• Management plans should be multisectoral
and their applications require contribution of
people and organizations (World Wildlife Fund,
Nature Association, etc).
• Applications of management plans should
comprise;
Local governments,
National governments,
Private businesses and nongovernmental
organizations, and
Boundaring countries of a lake.
• Lake should be managed as a whole including its
drainage area. Management Plan should clearly
present;
The procedures to be followed during the
application of management;
Priorities should be defined clearly;
Necessary sources should be defined to apply the
plan.
• Lake Eğirdir, one of the most important water
resource of Turkey, is located in south-west of
Turkey known as “Lakes Region”. The lake is
contained in the boundaries of Isparta Province
and it has important contributions to the
regional economy.
DESCRIPTION OF THE STUDY AREA:
LAKE EĞİRDİR
• Lake Eğirdir has a
volume of about 4
billion m3 fresh water
in the class of
oligotrophic waters by
having less nutrient
and rich oxygen.
• Average depth is about
10-12 meter.
• Lake doesn’t have any
thermal stratification
due to wind effect.
• Maximum water level is 918,96 m and
surface area is 487 km2.
• Drainage area is about 3309 km2.
• Eğirdir Basin is at the transition zone
between Mediterranean and Central
Anatolian dry climate.
• Northern and southern winds are dominant along
the year which take important roles in mixing of
the lake.
• Average Precipitation;
• 748 mm South region
• 512 mm Northern region
• There
are
totally
81
settlements on the basin. 27
municipal district including 5
larger towns in the lake’s
basin of which only two of
the
have
wastewater
treatment facility. Those
lucky ones are Eğirdir and
Yalvaç municipalities.
• Luckily there are no major
industrial activity around
Lake.
• Up to now, because
of its good quality
water, Lake Eğirdir
has been used for;
drinking and
irrigation water
supply,
fishing,
tourism and
hydro-electric energy
production.
• In recent years, some signs of water quality
degradation in the lake have come up
indicating that the water quality of the lake
has already started to decline.
These
emergency signals have forced us to develop
this LAKE EĞİRDİR MANAGEMENT PLAN.

• Under the coordination of Environment and Forestry
Directorate of City the following groups took part in
preparation of the MANAGEMENT PLAN:
Agricultural Directorate of City, 18th Regional
Directorate of General Directorate of State
Hydraulic Works (DSİ), Cultural and Tourism
Directorate of City, Eğirdir Municipality and Head
official of Eğirdir town, Eğirdir Aquacultural
Research Institute and Süleyman Demirel University
(Agricultural Faculty, Dept. of Environmental Eng.,
Forestry Faculty, Eğirdir Aquacultural Faculty, Dept.
of Biological Science).
• Firstly, local people and governmental agencies
were informed about Lake and Lake Management
Plan.
• Target groups are selected as people living around
the lake, leaders of villages, fisherman and
irrigation cooperations in this educational reach out
studies.
• Experts in the study group performed,
Survey (questinaires) Studies,
Zoning studies,
Water sampling and analysis studies.
And finally the ideal objectives of the management
plan are determined in six main title;
1. to decrease the pollution in the lake,
2. to sustain fishing,
3. to sustain tourism as eco-tourism,
4. to sustain agriculture and livestock production
around the lake in an optimum level,
5. to sustain wild life and forest eco-system around
the lake, and
6. to share the information about lake basin
IDEAL OBJECTIVE 1: To Decrease the Pollution in the Lake
Activity Target 1: To decrease the usage of pesticide and fertilizers by 25% in the basin
in the next 5 years by 2012.

APPLICATION OF THE MANAGEMENT PLAN
• After preparing the management plan, Local
Wetland Commission were met on 01 May, 2008.
• In that meeting the following decisions were taken:
Establishment of a legal entity,
A budget
To found
EKOBİR (Eğirdir-Kovada Lakes
Environmental Protection Alliance)
to enable
contribution to the Lake Management Plan
• Some of the activities determined to reach the
ideal targets were set to hold for the timebeing
because of the following reasons:
Insufficient funding of EKOBİR which is the
coordination agency in Lake Management.
Lack of coordination, and
”Special Ruling Determination” study which
was originally intended a parallel study to the
management plan could not completed yet.
• When evaluated “Lake Eğirdir Management
Plan” as of today; 42 out of 49 actions to
achieve 6 ideal targets determined in the plan
have been implemented successfully. This
means completion ratio is 86% which shows
how realistic the management plan was.
Conclusion:
• If “THIS MANAGEMENT PLAN”
had been started to be
developed today,
establishment of Lake
Management Authority
“EKOBİR” would have been
speeded up so that some of
the planned activities that was
delayed due to lack of funding
and coordination would not be
happened.
