levels can do …
See ICT as a tool, for taking Government to the people
Support initiatives such as the NEGST.
See Fiber as another critical infrastructure, and lay it in
the middle of roads henceforth
Invest in rural telephony via Public private sector
partnership (PPP).
Step up literacy campaign for improved societies.
Be more liberal in granting permits/licenses for ICT
development. Some tiers of Government cannot see the
big picture!
Decide and commit to be transparent
Conclusion
Infrastructure exists, but needs to be restructured to serve critical
sectors of development
There will be the need to make additional investments, but these
must be carefully planned, to take advantage of the overall
economy of scale
Technological acquisition for the sake of consumption over and
above development is retrogressive.
Acquisition without adequate capacity building for optimal utilization
and management should be avoided
Except for Research and Development, Stable and standard
technologies have less risks and will serve as better pedestals for
leveraging on existing infrastructure.
Governments and initiatives such as NEGST needs the support of all
stakeholders to make it easy to leverage on existing infrastructures
and technologies, to realize this noble objective
Leveraging on existing Infrastructure is a good idea, as it would
give stagnated players the needed patronage to push them up the
value chain
