WiMax Operators: Icon Communications
Founded in 2007 upon investments and Founders from USA, private
Armenian from USA, Vitel Holdings from Jordan. Startup Operator aimed at
provision of high quality internet, speedy, reliable, constant and at
affordable prices for residential and business customers.
WiMax network with 28 stations, launched on 23 March 2009. The
connection is still available in three communities of Yerevan: the Center,
Achapnyak and Arabkir. USD 10 million investment. Additional USD 5
million investment pending.
In 2010, Icon should secure connection for all towns of Armenia. Plans to
cooperate with various connection operators to lay cables to Georgia, to
Turkey, to have the third option of exit from the country.
Offers three main packages with different speeds: Internet 256kb, 512kb,
1mb. At any moment, the subscriber may renounce the services.
Also installed network capacity of 50 thousand fixed connection numbers.
This service will be launched in the course of 3-6 months.

Founded in 1992, ARMINCO has pioneered commercial Internet Services in Armenia. As
an ISP, the company has created and operates the first large scale commercial gigabit
backbone network in Armenia. ARMINCO also provides VSAT DVB/RCS Internet
connectivity using Telenor equipment for the bordering regions.
ARMINCO provides Internet connectivity to the end-users via Dial-up, DSL, Wireless,
prepaid WiFi and Fiber-optics technologies nation-wide.
ARMINCO is a Microsoft Certified Partner and provides extensive Microsoft product
training.
Official Virtual University Enterprise (VUE) regional center and offers full range of VUE
exams and certification programs.
ARMINCO’s 1Gbit/s fiber optic network is based on three fiber optics loops and covers
Zeytun, Komitas, Kentron, Ajapnyak, Shengavit, Aygestan, Nor-Nork and Davidashen
districts of Yerevan. The network is continuously growing with a current volume of more
than 1000 fibers/km.
ARMINCO Network is also available via wireless links, with access points installed in
Yerevan, Gyumri, Vanadzor, Armavir, Ashtarak, Ararat, Vardenis, Sevan, Martuni, Gavar,
Yeghegnadzor and Vayk cities. Marzes are connected to Yerevan using both high-speed
wireless links and rented digital channels of the Armentel.
User available local bandwidth in Arminco network for IEEE 802.3 standard based fiber
optic connection is 10 Mbit/sec, for local ITU G.shdsl based DSL bandwidth is 2 Mbit/sec
as well for IEEE 802.11b based radio connectivity.

Sector Regulatory Policy: PSRC
The Public Services Regulatory Commission (PSRC) of the Republic of Armenia
is an independent regulatory body, which is properly financed from the state
budget. Starting from January 1, 2006, the PSRC received the sovereign
mandate for regulatory issues including also the telecommunications sector
licensing. PSRC employs a separate subdivision, which implements the
monitoring, analysis and research in the telecommunications sector and assists
the PSRC in its decision-making procedures for the telecommunication sector
regulation.
The Laws of the Republic of Armenia “On the Regulatory Body for Public
Services” and “On Electronic Communication” undermine PSRC activity.
The basic principles of regulation are as follows:
a) Regulation by the independent state body, within the scope of the
jurisdiction pursuant to the laws;
b) Collegiality of decision making by the Regulatory Body;
c) Transparency of regulation for the public;
d) Exclusion of any discrimination towards the consumers or any Regulated
Entity;
e) Balancing of interests between the consumers and the Regulated Entities;
