Why TIPHON?
Because
• there are interoperability issues between voice
applications using IP and SCN applications
• the technology behind voice over packet networks is not
yet mature
• industry is looking for a common language
• interoperability speeds up market acceptance of a new
technology
• there was a gap before the creation of TIPHON

Working Principles
Have principles that foster an atmosphere of
cooperation leading to positive developments
• open to world-wide contributions from members and
non-ETSI members
• focused on a specific topic
• free availability of documents
• easy access to FTP
• short time schedules and frequent meetings

Existing standards as a basis
H.323
• Covers the technical requirements for multimedia
communications systems in those situations where the
underlying transport is a packet based network (PBN)
which may not provide a guaranteed Quality of Service
(QoS).
• Local area networks, enterprise area networks, metropolitan
area networks, intra-networks, and inter-networks (including
the Internet)
• They also include dial-up connections or point-to-point
connections over the GSTN or ISDN

• IETF defines a new signalling protocol, SIP, in SIPTEL
• IETF defines interoperability between web services and
PSTN/ISDN in PINT
• IMTC VoIP Forum approved the interoperability agreement

Conclusions
• Integration of voice and data traffic on IP basis is the future
• but there are interoperability and technology issues
• industry is committed to standards and is actively
contributing
• standards bodies do not compete
• most of the issues should be solved by the end of 1988
• but what about the regulatory matters?
