User Plane LBS Roaming
Solutions History
LBS Roaming Meeting, Macau
March 22, 2007
User Plane Roaming Status
Page 2
• LBS CDMA user plane specifications support trusted model, where a MS accesses the PDE
without a prior authorization, and non-trusted model, where a MS only accesses the PDE after a
prior authorization from a MPC
• Some CDMA LBS carriers have deployed only non-trusted model, while some carriers have
deployed only trusted model and some carriers even have deployed an architecture where all
MS-Resident LBS applications are trusted in nature and all Network resident applications are
non-trusted in nature
• In past 3 CDG IRT LBS roaming meetings we have attempted to come up with solutions that
give LBS carriers and vendors the options to address all inter-working needs.
• All the user plane roaming options are discussed in detail in the document 80-VC718 – E which
is on the CDG IRT WiKi page: http://210.54.118.1/wiki/LBS_Roaming_Documents
• The detailed Pros and Cons analysis for all the user plane LBS roaming options was done in
previous LBS Roaming summit meetings in Chicago, San Francisco and Denver
•Based on the discussions in previous meetings certain options many options were dropped, and
general consensus was built around the following 3 key viable options:
– Sharing BSAs
In
this option the BSA information of Visited network resides in the H-PDE. This solution is
straightforward and it does not need any protocol or infrastructure changes. This option is applicable for
both Trusted and Non-Trusted model of operation
–PDE interconnection using an IS-801 Transaction Based Service.
This option is applicable for both Trusted and Non-Trusted model of operation
–DNS
This is only applicable for Trusted model of LBS operation
LBS User Plane Roaming Options Chart

• Each option in the adjacent chart was
discussed in great detail and a Pros/Cons
analysis on each option was done in the
previous North American CDG IRT LBS
roaming summit meetings
• The colored options on this chart reflect
the options that carriers and vendors
supported the most and these are also the
options that are most viable to enable LBS
roaming
• Qualcomm has written a new protocol
specification for the PDE interconnection
option using IS-801 transactions
• There are separate presentations from
vendors on the possible DNS solution
•All the documents and presentations on
LBS roaming are on CDG IRT LBS WiKi
page

1
Proprietary trusted LBS carrier is a carrier that uses a custom scheme for TCP/IP wrapper
for IS-801 signaling.
2 Proprietary nontrusted LBS carrier is a carrier that is architecturally similar to V1/V2
nontrusted and uses an MPC, but such a carrier uses additional custom interfaces to
address special needs.
