 Emergency communications is a continuing area of major interest and activity for the Intelligent
Transport System community, both from the viewpoint of managing the communication of
emergency information to and from private vehicles and from the viewpoint of coordinating
communications for mobile first responders (fire, police, ambulance, etc.) This topic was a
significant topic at the March 2005 ITU Workshop in Geneva, which included discussions of wired
and wireless networks, both in-vehicle and to communicate between vehicles and road
infrastructure, and the global harmonization of related standards. The harmonization of standards
to meet the needs of mobile first responders is a top standards need in this area.
 Individual standards are moving forward on both national and international fronts. Two areas of
particular current interest are mobile wireless broadband and DSRC/WAVE at 5.9 GHz, which offer
the shortest probable timeframes widely deploying interoperable communications for mobile first
responders.
 In mobile wireless broadband, the HC-SDMA standard was recently approved by ATIS, and work
items have recently been added to the work programme of ISO/TC204/WG16 to incorporate wireless
mobile broadband under the CALM protocol umbrella. This work is being done jointly with ETSI
TG37 and includes items for HC-SDMA, IEEE 802.16e (WiMAX), and IEEE 802.20. Much of the highlevel orientation of this work results from the activities of Project MESA. Project MESA is an
international partnership project initially created by ETSI and TIA who have agreed to cooperate for
the production of mobile broadband specifications for Public Safety applications.
 DSRC/WAVE at 5.9 GHz is being pursued in IEEE (IEEE 1609 for upper layers, IEEE 802.11p for
lower layers). Progress in this area has been slow, although the IEEE work may get accelerated by
U.S. interest fueled and funded by the recent passage of the long-delayed U.S. Highway
Reauthorization Bill (SAFETEA-LU).

Spectrum Systems (2004)
 The air interface described in TIA-2000.1-D supports
combined fixed and mobile voice to broadband wireless
access (up to vehicular speeds) and provides excellent
coverage capability, voice services and data services (i.e., IP
access), that include up to 3.1 Mbps on the downlink and 1.8
Mbps on the uplink, depending on mobility level
 The general architecture of cdma2000, as defined in TIA2000.1-D, includes: the physical layer specified in TIA-2000.2D, the MAC in TIA-2000.3-D, the LAC in TIA-2000.4-D, and
upper layer signaling in TIA-2000.5-D

 TIA-856-A, cdma2000® High Rate Packet Data Air
Interface Specification (2004)
 This specification is primarily oriented toward requirements necessary
for the design and implementation of access terminals within
cdma2000 high rate packet data systems (HRPDs)
 Such systems are designed for applications such as Voice over IP (VoIP),
desktop-quality applications on mobile devices, streaming audio and video
content for mobility or nomadic users, and always-on, high speed Internet
access
 These requirements utilize an All-IP infrastructure for the EV-DO
Radio Access Network and ensure that a compliant access terminal
can obtain service through any access network conforming to this
standard
 The spectrum that is freed up by deploying with a 1.25 MHz CDMA
channel system can now be used to deploy the second stage of the
evolution, known as EV-DO and defined in TIA-856-A
 The first stage of the evolution involves TIA-2000 (TIA-2000.1-D)

 Wireless IP Network Standard (TIA-835-D)
TIA-835-D includes support for the following features:
 QoS – provides QoS support at various segments of the cdma2000
radio access network
 Hotlining - provide the ability to block all traffic to/from the user,
and preferably redirect the outbound traffic from the user.
 Signaling Reduction - MS and PDSN to exchange their supporting
capabilities (version of 835).
 DHCP Support - use DHCP to support BCMCS Controller Discovery,
IP Address Assignment, Mobile IPv6 Bootstrapping, and P-CSCF
Discovery.
 Flow-based Charging - allow carrier to charge based on the content
used.
 R-P Flow Control – allow the PDSN to apply flow control on the GRE
packets transferred over the R-P interface.
 Enhanced Accounting – provide enhancements to current volume
based accounting procedures.
 IPv6 Mobility Support – provide mobility support for IPv6 services
based on recently published IETF Mobile IPv6 RFCs and IETF drafts.

 Wireless IP Network Standard (TIA-835-B-1 [E])
 This standard defines requirements for support of wireless packet
data networking capability on a third-generation wireless system
based on cdma2000
 TIA-835-B-1[E] defines the two methods for accessing public
networks (Internet) and private networks (intranets): simple IP and
mobile IP
 Describes the required quality of service, security, mobility
management and accounting capabilities needed to support both
methods
 Internet Engineering Task Force protocols are widely employed
whenever possible to minimize the number of new protocols
required and to maximize the utilization of well accepted standards

 WLAN Interworking (TIA-1050)
 WLAN interworking provides support for interworking between
cdma2000 core networks and Wireless LAN networks
 The intent of the interworking is to extend cdma2000 packet data
services and capabilities to the WLAN environment
 Accounting and authentication is considered in this release
 Accessing cdma2000 native services and seamless handoff will be
standardized in a subsequent release. Publication is targeted for 3Q05.
 CDMA/GPRS Data Roaming (TIA-1068)
 When a subscriber in a cdma2000 packet data roams to a GPRS network,
interworking and interoperability are required to support packet data
roaming
 This standard describes the protocols and procedures to support such an
interworking between a cdma2000 packet data system and a GPRS
system. Ballot was completed last month. It will be published soon.
 DNS Address Resolution in TIA-835-C-1
 TIA-835-C enhancements allow the dynamic DNS address resolution in
roaming scenarios. Ballot closed last month. Publication targeted for
3Q05.

 LAES for VoIP (TIA-1066)
 LAES for VoIP specification is currently being balloted by TR-45.6.
Target publication date: 3Q05.
 Broadcast and Multicast Services (TIA-1041)
 BCMCS allows optimization of the use of the cdma2000 radio
interface for delivery of BCMCS content streams to terminals in an
operator’s network
 The operator can control each BCMCS content stream with regard to
accounting aspects and regions of the network where the BCMCS
content streams are available to various users
 The content is encrypted to protect multicast IP flows against
unauthorized reception
 IETF protocols are widely employed whenever possible to minimize
the number of new protocols required and to maximize the
utilization of well accepted standards (target publication date:
3Q05).
