Implementation (part 1)
Set 2 types of home broadband
- Home broadband shared in contentions 8:1, 10:1, etc. on different service plans, for
examples: 256Kb DL and 128Kb UL, 512Kb DL and 256Kb UL
- Home broadband capped package like 1GB @ 512Kb DL, the customer will be
automatically alerted by email before PacketController movers the customer to a slower
package

Implementation (part 2)
All packages to be configured such that they are burstable within the contention, meaning that
if a user is on 512Kb 1:10 and active downloads are two, then those two users can use the rest
of the bandwidth within the 512Kb until another starts using and thereby the bandwidth will
also be shared proportionally
Implementation (part 3)
Downloads to be on the max purchased contention and reduced to 3/4 after 10 minutes and
then to 1/2 after another 10 minutes and finally down to 1/4 until the rest of the download
completed.
