– To meet the towering demands efficiently and effectively.
– Ability to detect trouble, resolve it and restore University operations
at the respective locations with minimum human intervention,
resources, minimum downtime and maximum accuracy – hence
massive network overhaul and modernization.
– Assure University of business continuity and disaster recovery
(maximum uptime, minimum downtime, maximum recovery, offsite
data centre for change-over)
– Facilitate maximum control (new entrants into the wireless
environment, intrusion detection, new equipment/hardware) for
security purpose

 ICT infrastructure and systems as well as the automation
policy & strategy are being embedded in the Strategic Plan
2012-2017 and execute faithfully.
 Financing and Procurement:
– Financing Options (willing partners; Safaricom, HP, Huawei…,
existing mechanisms; UMB, linkages, legal, procurement)
– Procurement (avail it in time, quality, budget)
– Use existing legal provisions where applicable e.g. direct
procurement with sound justification within partnership
frameworks, MoUs – deliver in one year pay in 5 years
– Utilize existing MoUs/partnerships to fund ICT infrastructure
development and upgrading (Safaricom, Google, Huawei…)
