– ISSUE : Dispatch communication Problem at Large Disaster Field (Crumble of
Sampoong Dep’t , Flood of Paju, Explosion of Daegu Subway etc…
• Sep. 2002 : BAI (Board of Audit and Inspection of Korea) became an issue on
existing separated dispatch radio network occupied by various public
agencies

• Use existing KNP Network – expanding Nation Wide
• More then 1,400 Gov. Org. and Public Authority
• 200,000 or more Radio subscribers will use same network
• Limited Due date – all system have to established end of 2007
• No Existing System - Complex Org., Huge Network etc….
• No Body want to depend on Single Vender Solution
• Everybody want to “enjoy” Full Featured TETRA function – automatic
roaming, handover, data access, encryption, Telephone Call…

3CP ISI is not a solution of UDRN ISI
– Need Complete and full featured Inter System Operation
– Auto Roaming, E2E encryption, Regrouping, Wide Area Group Call, Min. time

No Large scale System is operated like the NEMA project

Need BPR and setup new SOP : Co-work between Agency in a Disaster

• KEY approaching Mind
– NEMA UDRN will be a good Bench Mark field of TETRA for world wide
market
– NEMA UDRN can not be a TEST field
– No more to hide PROBLEM
– Governmental Project – not Private or Agency level
– NEMA project is a Touchstone of Private company Business Territory
– Need same Knowledge, Terminology and same Eye level
• “POSSIBLE” is not equal to “Actually and Reasonably operate”
– Need Transparency and based on existing Fact
– Need good Understanding about Terminology, Budget Analysis,
Compromising
