e-Government Targets….IEG
Stakeholders must be empowered to fund models and pilot
schemes to create incentives for partnership and
collaboration between the tiers of government.
• IEG platform for application delivery
Council Tax
Benefits
Planning and transport
Leisure and Tourism
• Reach into rural areas to bridge the digital divide
e-Government Getting Started…..
• Move first with key early adopters, success attracts others
 Education
 Cultural services
 Housing and benefits
 Transport and planning
 District council services
 Private sector
 Private schools
 FE Colleges
 Health sector
• Partnerships are important for inter-departmental inclusion,
and independent measurement of productivity improvements.
Not just an “electronic front end”
“Local people want public services to be more responsive,
not just an electronic front end to existing services”
• Successful e-government requires fundamental change
• Projects must challenge existing service delivery methods
• Despite confidence about meeting IEG targets, there is
concern about capacity to deliver amongst Councils
 OCN is not just a new electronic platform but an
opportunity for changing and improving the way public
facing services are delivered…..

e-Government Infrastructure summary
Network Performance
• Known, predictable and scaleable.
Future Initiatives
• A common, easily accessible regional network for
integration with other agencies, and private sector.
( Telemedicine, Video Clinic etc)
• Maximises LONG TERM sustainability for all
services..
• Health sector
• Private Sector
e-Government Infrastructure summary
• An open, interoperable infrastructure is a pre-requisite
for e-government.
…..Inflexible older system with technical limitations will
preclude the delivery of many e-government online services.
• A common architecture is critical to facilitate “snap-on”
applications within the framework.
• Standards based architecture, which is robust and stable
with interoperable technology and high availability.
