Data without Boundaries (DwB)
• FP7 funded, 28 partners, runtime May 2011 to April 2015.
WP4 – Improving Access to OS Microdata
• Survey about Remote Access (RA) in Europe.
• Concept for a European Remote Access Network.
• Pilot for a limited network.
Partners of WP4:
IAB (Germany), Destatis (Germany), CASD (France), SDS (UK), CBS
(Netherlands), CNRS (France), NSD (Norway), ONS (UK).

Introduction RA, survey and D4.1
Remote Access (RA) understood as:
“any kind of access solution that uses a secured
connection to the servers of the respective data provider,
whereby the user can see the real, highly-detailed and
confidential microdata”. It is not about “job submission”.
Survey about eight RA solutions with focus on IT was carried
out. Focus on NSIs and CESSDA archives.
-> DSt (Denmark), ONS (UK), MONA (Sweden), SORS (Slovenia),
CBS (Netherlands), SDS (UK), CASD (France), IAB (Germany)

Findings of the survey
Some of the findings of the survey should be highlighted
organized in three groups:
1. Organisation & Workflows
2. IT Infrastructure
3. Legal & Contractual aspects
Organisation and workflows
• First Remote Access solution
 Denmark in 2002
• Management of day-to-day work
 In general RDC staff and IT department. Sometimes
supported by external contractors
• Hardware/Software installation
 Normally done by the researcher. Exception: IAB and CBS
• Output checking
 Done by RDC staff and/or supporting department.
IT Infrastructure
• Log-on
 Password, IP range, biometrics, token etc. (at least two)
• “Access devices”
 Thin client/SD-Box, normal PC, hardware for fingerprint
• Supporting software
 Mainly Citrix but also MS and special solutions
• Secured connections
 Encrypted VPN tunnels through the internet (except ONS)
• Data storage
 Text files, SQL database, statistical package (e.g. SAS, Stata)
Legal & Contractual aspects
• Who is allowed to access data
 E.g. restriction to inhabitants, granted by committee,
special group (non-commercial research)
• Access from where…
 Anywhere, Institution or safe centre
• Output checking
 In Denmark and Sweden done after the output is send
• Export confidential data to an institution in another
country?
 Four said yes, four said no.

Summary and Conclusion
• Although everybody is doing more or less the same, the
solutions differ in the details.
• Different interpretations of the law and different data access
cultures influence the solutions.
• High and well-recognized security standards are needed.
• To improve access to confidential microdata harmonization
and connect ability is needed.
• State of the art IT functionalities should be used.
• The report will be updated to reflect the changing landscape
in Europe.
