Status Quo
•
As the extension of PS domain, IMS domain defines a
generic architecture for offering Voice over IP and IP based
multimedia services. Although there is no commonly
agreed definition for IMS, it is generally understood to be
an evolution of 3G wireless communication core network
which is access independent. There is no doubt about how
much benefits IMS will brings to the mobile network
operators and end-users in terms of new services and
overall experience.
• However, legacy systems are major business assets and
far too costly to be discarded simply. The legacy network
and users will be coexisted with IMS network and user for
a long time inevitably.

Original Requirement
• The challenges most operators are facing is how to deal
with the 2G or 2.5G network, how to provide the legacy
user more attractive services and how to let IMS entities
take over all the call control and traditional telephony
service provision gradually.
• A mechanism is required to help legacy terminals access
IMS domain. In this way, operators can provide a lot of
new services introduced by IMS domain to legacy users.
• On the other hand, to reduce the CAPEX and make the
most use of legacy network, some legacy entities can be
used in IMS domain as servers providing traditional
telephony service (eg. intelligent service, short message
service, etc.) to IMS and legacy users.

Discussion
• Except for those services sensitive with terminal
capability or bearer bandwidth, most services in
IMS domain can be used by legacy users.
Actually, some services require broadband may
be provided to legacy user by degrading quality.
It is believed that more and more services can
be used by legacy user while the service
expanding in IMS domain. Those attractive new
services for legacy user definitely bring network
operators new revenues.

Requirements
• 1. The essential requirement for legacy users using IMS services:
•
CS network has the ability of triggering the call session to IMS
domain;
• 2. If legacy users need to use IMS service based on SIP protocol,
it requires:

CS network has the ability of converting No7 signaling or A
interface signaling into SIP protocol, and vice versa;
• 3. If legacy users need to use some IMS services in which user’s
information is required, such as PRESENCE, PUSH, intelligent
route, etc., it requires:
•
CS network has the ability of registering legacy user to IMS
domain;
• 4. When the validity of a legacy user needs to be checked by IMS
domain, it requires:

IMS network has the ability of doing authentication for legacy
users;

Solution 1
• The MUA is a new functional node in the CS network
that contains multiple functions. The primary MUA
responsibilities are defined below.
–
The MUA provides the HLR function in CS network and
determines whether a user is required to access IMS domain
based on subscription data.
–
The MUA acts as SIP UA and AGW in MMD network
and performs registration, authentication, origination and
termination for legacy user.
–
The MUA can convert MAP signaling into SIP signaling
in IMS network and vice versa.
–
The MUA has a charging interface, can associate
charging information in CS network with charging information in
IMS network.

• The function of MUA (Mobile User Agent):
– A circuit-switched(CS)-specific signaling mechanism that
exchanges CS-specific control signaling with a radio access
network serving MS. Providing mobility management and
location management to Legacy MS which is roaming in the
network under the charge of MUA.
– A SIP UA registers and originates/receives SIP session in IMS
domain for MS which is roaming in the network under the charge
of MUA.
– A media resource control function that controls MGW to manage
the CS resource from RAN to a destination and bearer resource
inter-network through H.248 protocol in the scenario with
MGW ,and controls MRF(Media Resource Function) to provide
media resource to MS and network through SIP in the scenario
without MGW.
