Bridging the Standardization Gap

Summary
CITEL’s Standards Coordination Process:
Bridging the Standardization Gap
• One goal of Bridging the Standardization Gap is to facilitate
increased awareness of standards and increased participation
in the benefits of their deployment
• Due to rapidly evolving technologies and the increasing
number of ICT standards and applications under development,
there is a real need for a coordination process
• CITEL has developed its Standards Coordination process for the
purposes of:
– raising awareness to those in the Region not directly involved in
standards development
– highlighting those standards of significant benefit to the Region
CITEL PCC.I Rapporteurship on
Standards, Conformity and Interoperability
Mandate:
• Focus on the study of standards that are necessary for
the smooth transition to Next Generation and Future
Networks
• Address issues relating to the convergence of existing
networks in a way that maintains interoperability across
networks of the Region
• Utilize the tools available (Standards Coordination
Documents, Technical Notebooks, etc.) to identify
standards that best serve the current and future needs of
users throughout the Region.
CITEL PCC.I Rapporteurship on
Standards, Conformity and Interoperability
Terms of Reference:
• Identify and evaluate technical issues related to the service,
architecture and protocol standards required for the
interconnectivity and interoperability of existing and future
communication networks (wireline and wireless) across the Region.
• Draw primarily on the work of existing standards-setting bodies,
including the ITU-T, IETF, and other fora as appropriate.
• Develop Technical Notebooks that best serve the current and
future needs of the users of telecommunications networks
throughout the Region.
• Establish liaisons with other standards bodies and industry fora as
necessary to progress the work.

DESCRIPTION
• Provides a formalized means of maintaining an archive of
technologies, best practices, policies, or regulatory
information – made available to the OAS Member States and
participating organizations
• TNs document relevant activities - completed or in progress
• As a ”living document”, TNs are updated on an ongoing basis
with relevant information from contributions submitted to the
Working Groups
Identifying issues and archiving valuable information for
the use of the CITEL ICT community

Standards Overview
Technical Notebook
• Identifies ICT related standards under study by CITEL PCC.I
• Provides an archive of technical information that is available to
the ICT industry and the OAS Member States
• Documents ICT related standards, completed or in progress,
which may be considered for future development into an SCD
in accordance with the CITEL approval procedures
Bridging the standardization gap by identifying
issues and archiving valuable standards
information for the use of the ICT community in
anticipation of future CITEL endorsement

activities/progress. Archiving standards development activity in
anticipation of future endorsement.

Standards Coordination Document
• A documented case for the endorsement of a standard. Each SCD
includes:
• a summary of the standard development and approval (in the
ITU-T, IETF, or other relevant forum)
• a summary of the standard
• a summary of presentations and discussions of the standard
within PCC.I
• a discussion of the relevance of the standard to the Americas
Region
• a recommendation that CITEL-PCC.I endorse the standard
• a recommendation for future work on the standard’s topic (if
any)
• When an SCD is approved by the Working Group, a Resolution is
drafted for PCC.I approval, to which the SCD is attached.

• CITEL has integrated its “Regional Standardization
Secretariat” role into its normal operating
structure
• A Rapporteurship is established for the
preparation and approval of Inter-American
Proposals (IAPs) directed to an external forum
(e.g., WTSA)

Standardization Secretariat’’
• DEFINITIONS:
– PROPOSAL: a proposal submitted for discussion with a view to it becoming a
DRAFT INTER-AMERICAN PROPOSAL and, subsequently, and INTERAMERICAN PROPOSAL.
– DRAFT INTER-AMERICAN PROPOSAL (DRAFT IAP): A PROPOSAL that, after
being considered and discussed by the Member States, has the support of
more than 1 (one) Administration.
– INTER-AMERICAN PROPOSAL (IAP): A PROPOSAL or DRAFT IAP for which the
Rapporteurship has concluded its considerations and discussion, and that
has the support of at least six (6) Administrations and is not opposed by
more than 50% (fifty percent) of the number of supports obtained.
– LIMIT MEETING: The penultimate meeting of the Rapporteurship held prior
to the target forum (e.g., WTSA)
– FINAL MEETING: The last meeting of the Rapporteurship prior to the target
forum (e.g., WTSA)

• CITEL plays a key role in bridging the standardization
gap in the Americas Region
• CITEL continues to monitor standards activities within
the ITU and other relevant bodies and has initiated
work on new technologies
• CITEL is utilizing technology and standards workshops,
Technical Notebooks, and Standards Coordination
Documents to increase awareness of standards issues
and to assess best practices and strategies in order to
implement those standards
Summary
• CITEL is utilizing Standards Coordination Documents to increase
awareness of relevant standards and to endorse the use of those
standards in the Region. Contributions are encouraged that
highlight standards from a broad range of SDOs that are of
significance to Regional networks.
• Continued cooperation within the Americas Region and
continued input from its members on internet standards
development and deployment will allow CITEL to remain focused
on the most relevant ICT issues so as to provide
recommendations for the Region and provide value to other
bodies internationally
• CITEL has integrated a type of “Regional Standardization
Secretariat” function into its normal processes to socialize,
discuss, and approve Inter-American Proposals
