Introduction to WIOA
How We Got Here
WIOA Requirements
5 Key Impacts & Solutions
Introduction to
WIOA
The Road to WIOA and Career Pathways
In regards to WIOA implementation and career
pathways initiatives in my state, I:
A. Could take this trip blindfolded – I helped build
the road!
B. Just got the directions and they’re plugged into
my GPS. Let the journey begin!
C. I’m awaiting my ticket and I think I’m excited, but
I still have no idea where the heck we’re going
(or who I’m traveling with).
D. Confusion and tension levels have reached Code
Orange, so I’m hoping to just stay home.
The Goal of WIOA
To help individuals access
employment, education, training,
and support services to succeed
in the labor market and to match
employers with the skilled
workers they need to compete in
the global economy.
Combined or Unified Plan
• Submitted to US Secretary of Labor by April 2016
• Plans must outline a four-year workforce
development strategy.
o Unified State Plan: Includes the six core programs
(Title I: Adult, Dislocated Worker, Youth; Title II: Adult
Education and Family Literacy Act; Title III: WagnerPeyser Act, Title IV: Vocational Rehabilitation)
o Combined State Plan: Includes the six core programs
plus one or more of eleven eligible partner programs
(e.g. Perkins, TANF, SNAP E&T).
So, where is your state?
Share Aloud (Partner or Group)
1. Find someone from another state.
2. Take 30 seconds to provide information
to your partner on what you know about
your state’s career pathways plan in
relation to WIOA.

GEDTS released a new GED test based on the
CCRS, a subset of the CCSS. Soon, the HSE market
opened up, and CTB developed TASC while ETS
developed HiSET. Just one year later, WIA was
reauthorized, forming WIOA. And, in early 2016, the NRS
released new, final CCRS-based EFLs, mandating new
versions of TABE, CASAS, and others by 2017.

Skill Integration
Includes education offered concurrently with
and in the same context as workforce
preparation activities and training for a
specific occupation or cluster.
Reading and Vocabulary- Goals
• To measure the skills people use when
they read and use written text in order to
do a job.
• Written texts include memos, direction,
signs, notices, bulletins, policies, and
regulations.
• Sometimes these written communications
are not necessarily well-written or targeted
to the appropriate audience
Reading for Information-TABE
How do I provide this for my students?
Provide REAL workplace documents:
• Email
• HR forms and documents/Policies and
Procedures
• Guideline documents
• Career Onestop/Bureau of Labor Statistics
Contextualized Reading Instruction
If you are required to enter a confined space, your supervisor is
required to instruct you as to:
• What kinds of hazards you may run into and why those hazards
are dangerous.
• The necessary precautions to take for each type of hazard.
• The use of any protective and/or emergency equipment and
instruments required.
Although construction people are not required to follow the permitrequired confined space entry program that those working in general
industry are, many of the requirements of the construction regulations
fit nicely into the program. And, it is a way to maximize your safety. Your
participation in the development and implementation of a permitrequired confined space entry program is encouraged.

New software
In an effort to quickly transfer patient records into the new
software system, please review the following important
features:
• How to complete personal information for every patient
• How diagnoses are added to a patient’s chart via the software
• What medications the patient is taking and how these are
correlated, or matched, to the diagnoses by the software
• How to recognize software alerts warning of actual or potential
danger from medications that should not be combined
• How to recognize software alerts warning that a drug is not
recommended due to a condition that makes the medication
unsuitable or dangerous for a particular patient

All Employees
Subject: Dress Code Policy
Date: Tue, 18 May 2011
With the warmer weather approaching it’s a good time to remind
employees about our dress code.
All employees and contractors should dress appropriately for a
professional work environment, whether they choose to wear traditional
business (i.e. suit & tie) or business casual attire (Dockers and golf shirt).
Full compliance is expected
As a reminder, appropriate dress includes
- Slacks or khaki-style pants
- Sport jackets or blazers
- Dress Shoes
- Collared or dress shirts
- Casual Skirts (knee length)
- Jeans (permitted on Friday’s)
Locating Information- Goals
• To measure the skills people use when
they work with workplace graphics.
• Workers must find information and insert
information into graphics, as well as
compare, analyze, and summarize
information found in related graphics.
• Workplace graphics include charts, graphs,
tables, forms, flowcharts, diagrams, floor
plans, maps, and instrument gauges
Locating Information- TABE
How do I provide this for my students?
Provide real workplace graphics:
• Break rooms and common areas
• Manuals for office equipment
• Workplace forms
• Career exploration sites
Contextualized Workplace Graphics
• Find information in
graphics
• Summarize the
information from
straightforward
graphics.
Strategies for Contextualization

Applied Mathematics – Goals
• Measure the skills people use when they
apply mathematical reasoning, critical
thinking, and problem-solving techniques
to work-related problems.
• Applied mathematics skills needed include
basic and advanced computation, using
percentages, converting and calculating
measurements, and finding the best deal.
Applied Mathematics- TABE
How do I provide this for my students?
Use existing problems and change the subject:
• Susan buys $47.63 worth of groceries and
hands the cashier $60. How much change
should Susan get back?
• You are a cashier at a specialty food store. A
customer’s total comes to $47.63, and she
hands you $60. How much change should
she get back?

Contextualized Measurement
As a nursing attendant at a nursing home, you must make
certain that patients take their medication. One of your
patients needs medication every 4 hours. You gave the
patient his last does at 10:30 AM. At what time should you
give him the next dose?
A. 2:00
B. 2:30
C. 10:34
D. 1:30
E. 2:30
Activity
Work in groups of 2 or 3
Using the industry competency, outline:
1. How will you find/create real-world
examples?
2. What specific skills in these categories
can you integrate into the instruction?
• Math
• Reading
• Writing
• Critical Thinking
• Essential (soft) skills
• Computer Skills
Adequate Preparation
Prepares individuals to be successful in a
full range of secondary or postsecondary
options.
• Standards alignment (CCRS, HSE, CRC)
• Industry alignment
Degree/Certification Attainment
Enables an individual to attain a secondary
school diploma or its equivalent and at least
one postsecondary credential.
Which certificates?
Academic Certificates
• High School Equivalency
• National Career Readiness Certificate
Industry-recognized Credentials
• By industry
• Connecting Credentials

What Next?
Building Your Pathways
What are your next steps?
How will you…
1. Identify target population?
2. Develop employer partnerships?
3. Determine required skills?
4. Determine steps for acquiring those skills
(and the validation of attainment/mastery)?
5. Map your integrated curriculum?
Did we mention partnerships????
Where do you begin?
• Large corporations
• Local chambers of commerce
• Small business associations
• Human resources departments
