Testing Problems
•CASAS form confusing.
•Cell door explanations difficult.

Solutions
•Alert those being tested over
institutional TV bulletin board.
•Show “Bubbling Video”
continuously over institutional TV.
Solutions:
•Teachers partially bubble in key items.
•Inmates mark responses with an “x”.
•Present “CASAS Instruction Sheet”
with each test.
•Coordinate with custody before testing.
Follow Up:
•Inmate sent “Student Performance
by Competency” sorted by number correct.
•CASAS Descriptors highlighted
indicating skill level.
•Scores over 239 qualify for GED
testing.

•Distance Learning Program available to
any inmate with a TV.
•Based on televised lessons prepared by
PBSP staff.
•Voluntary participation with no change in
privilege status.
History
•Riot of February, 2000, resulted in year-long
lockdown with no “X” time possible.
•Began using TV for cell study.
•Huge number of requests to participate from all
over the institution.
•No supervisors. One teacher carried double
load. Program favored by Warden.

• Voluntary sign-up. (Must have TV)
• Take CASAS pre-test.
• Watch lessons on institutional TV.
• Take notes on all lessons.
• Do assignment for each lesson.
• Complete Check-out quiz.
• Mail in Notes, Assignments & Quiz.
• Take CASAS post-test.

Program Outline: (Teacher)
Send participants packet of assignments.
Present series of taped lessons.
Review homework over institutional TV.
Personally answer questions in the “Mail Bag”
Grade Notes, Assignments, Check-out quiz.
Send inmate performance chrono (128B) and
completion certificate.
Arrange for GED testing for qualified inmates.

Statistics:
•2003: 116 passed of which 70 were GED X.
•2004:
33 passed of which 18 were GED X.*
