Starting Point
• C-ITS (Cooperative ITS) – consists of different
system modules that are relevant for setting up
an operating system
• But which parts are subject to public
procurement?
• How can a tender be splitted into different
modules?

Definition
Cooperative systems are ITS services based on the
cross-linked communication between vehicles and
infrastructure - including the communication
between vehicles (V2V or car-to-car
communication) and the communication between
infrastructure and vehicles (V2I)

vehicles (e.g. speed limits, vms)
• Floating car data/probe data (Vehicles
continuously send information on traffic
flow to reflects the current traffic
situation)
• Warning of dangerous situations in a road
section (e.g oil spill on the road,… )
• Warning of traffic jam ahead (to avoid
rear-end collision accidents)
• Warning of road works

Next steps (1)
 Comparison of setup in different context/different
architecture
 Break down of modules
 Classification / checklist
o Relevant elements
o Procurement types
Verona| Italy © AustriaTech
Next steps (2)
 Discussion on the tendering processes:
o
o
o
o
o
How to split into modules?
What has to be considered ?
How can I do tender for this?
How can I deal with mixed tenders, block tenders…
…
 Elaborate a guidelines / checklist
