Requirement
• US Frequency Clearance Agreement (FCA) *
 Requires that DoD manage Time Slot Duty Factor
(TSDF) in a geographic area
 100% in 100Nm
 400% in 200Nm
 Policy for Link 16 Pulse Deconfliction is documented in Chairman
of the Joint Chief of Staff Instruction (CJCSI) 6232.01 “Link 16
Spectrum Deconfliction”
•Link 16 Pulse Deconfliction Server (LPDS)
- Tool used to ensure Link 16 operations are compliant
with geographic area limits defined in FCA

Process
•Authorized users schedule
events/operations in LPDS
• LPDS calculates total TSDF
scheduled and determines if
compliant with geographic
area limits.
If compliant, operation is
scheduled
If not compliant, user must
initiate a temporary frequency
assignment (TFA) and operation
is entered as pending
 Navy and Marine Corps
Spectrum Center (NMSC) and FAA
must provide an approved TFA for
operation to be scheduled
