PREAMBLE TO THE U.S. CONSTITUTION
We The People of the United States,
in order to form a more perfect
union, establish justice, insure
domestic tranquility, provide for the
common defense, promote the
general welfare, and secure the
blessing of liberty to ourselves and
our posterity, do ordain and
establish this, Constitution for the
United States of America.
Aim: What were the Goals of the
Constitution?

stronger government then
the Articles of
Confederation
To create a national court
system that could solve
disputes and treat everyone
equal under the law.
To create a government that could solve
problems within its borders.

• Impeachment means to be charged
with a crime.
• Only the House of Representatives can
bring Impeachment charges
• The Senate serves as the judge and
jury in the impeachment hearing
• 2/3’s of the Senate is required to find
guilt

• All bills regarding revenue originate in
the House of Representation
• After a presidential veto, 2/3’s of both
the House and Senate must vote to
override
Legislative Branch
1- Lay and collect taxes
2-Borrow money on the credit of the United States
3- Regulate Commerce
4- Establish rules for naturalization (how immigrants become citizens)
5-Coin money and regulate its value
7-Establish post offices
11- Declare War
12-Raise and support armies
13- Provide and maintain a navy
18- Make laws that are necessary and proper
Elastic Clause
This gives Congress the ability to
exercise power or create laws not
specifically mentioned in the
Constitution.
This can only be used when Congress
feels that it is “necessary or proper”
