• Americans were divided between
supporting the French and those who
did not.
• Who was an American supporter? What
did he say?
• Who were an American opponents of the
French Revolution? Why?

A Difficult Decision
• Define foreign policy.
• What had the United States and France agree
upon during the American Revolution?
• What did France want?
• Washington was worried that the US could not
honor its treaty with France and still remain
neutral in the European conflict.

Divisions in the Cabinet
• The issue of the treaty deepened the
already existing divisions in
Washington’s cabinet.
• Hamilton argued that the US had
signed the treaty with Louis XVI and
with him and the queen dead the treaty
no longer was valid.

• Jefferson argued that strict acceptance
of the treaty was necessary.
• Washington finally decided to issue the
Neutrality Proclamation in April 1793.
• What did the proclamation state?
• The Neutrality Proclamation and other
issues were defeats for Jefferson which
in turn lead him to eventually leave the
Cabinet.

Jay’s Treaty
• In 1793, the British captured more than
250 American ships trading in the
French West Indies. Many called for
war.
• Washington realized the nation was too
weak for war. So he sent Chief Justice
Jay to talk to the British.

• Jay was able to negotiate an agreement
in which the British pay for damages for
seized American ships. Also they were to
give up the forts it still held in the West.
• In response the Americans would pay
debts long owed to the British
merchants.
