Purpose of the PMF Program
The purpose of the Program is to attract to
the Federal service, outstanding men and
women from a variety of academic
disciplines and career paths who have a
clear interest in, and commitment to,
excellence in the leadership and
management of public policies and
programs

The PMF Program
Premier program for leadership development
in the Federal civil service
Provides two-year Federal Government
fellowships to individuals who expect to
complete an advanced degree (master’s, law or
doctoral-level) from an accredited college or
university during the current academic year
(September 1, 2008 to August 31, 2009)

Historical Background
Created by Executive Order in 1977 to attract graduate
students committed to public service
President George W. Bush signed Executive Order in
2003, which modernized the program
Changed name from “Presidential Management
Interns” to “Presidential Management Fellows”
Allowed appointments at higher grades (GS-9
through 12)
Completed by 6,500 Fellows and approximately 3,700
remain in civil service
The PMF Program is a cornerstone of the Federal
Government’s succession planning efforts to address
its pending human capital challenges

Program Components
Two-year, paid full-time position with accelerated
promotion potential
Appointed at the GS-9, 11, or 12, based on
applicant qualifications and agency needs
Promotion potential up to the GS-13
Typical career path with limited prior experience:
• Appointment - GS-9, step 1 (or equivalent)
• 1-year Anniversary - eligible for GS-11, step 1
• Program Completion - eligible for GS-12, step 1

Program Components
80 hours formal, classroom training per year
• PMF Orientation (24 hours counted)
• PMF Forums on specific topics (up to 8
hours counted each)
Developmental Opportunities:
• One 4-6 month developmental assignment
• Optional short-term rotations possible

Program Components
Full Benefits including Health and Life Insurance; Paid
Holidays; Annual and Sick Leave; Transit Subsidy; and a
3-part retirement program that includes a social security
benefit, a 401k type plan, and a defined benefit
component
Potential for agency participation in the Federal Student
Loan Repayment Program with limits of $10,000 per
employee per calendar year, and total repayment of
$60,000 per employee
Non-competitive appointment to a full-time permanent
position upon successful completion of the Program

2008 PMF Application open period:
Weds, October 1 – Weds, October 15, 2008
Applicants complete an online application, link
a USAJOBS resume, and submit a nomination
form to their Nomination Official
Applicants apply at www.USAJOBS.gov or via a

Nomination Process
Applicants are nominated by the school’s Dean,
Chairperson, or Academic Program Director of their
graduate program (Nomination Official)*
Schools must conduct a competitive nomination
process that covers:
Breadth and quality of accomplishments
Capacity for leadership
Commitment to excellence in the leadership and
management of public policies and programs
* This Nomination Official may designate someone to oversee the
process for their school, but only the Nomination Official may
render nomination decisions

Nomination Process
Students completing an application to the Program
will be required to print a Nomination Form and
submit it along with a standard resume to the Office
of Career and Professional Development for
consideration
Nomination Official will ensure applicants meet the
Program’s eligibility and nomination criteria, and sign
and fax the Nomination Form to OPM only if he/she
approves the nomination of the student
Nomination Official must make his/her nomination
decision between October 15 and October 31, 2008

OPM Assessment Process
All nominees will be invited to participate in a
structured and proctored assessment process
Assessment centers will be available nationwide to
accommodate nominees across the country
Nominees are evaluated on:
Critical Thinking (problem solving)
Writing Fundamentals (writing ability)
Life Experiences (leadership/interpersonal)
Based on assessment scores and any adjudicated
veterans’ preference, nominees are selected as

PMF Placement Process
Finalists are invited to attend a PMF Job Fair in
the Spring attended by participating Federal
Agencies
Finalists have access to an online PMF
Projected Positions System (PPS) to identify
agency positions
Jobs are not restricted to those advertised in the
PPS or at the job fair
Finalists have 12 months from the date they are
selected to be appointed to agency positions
