NLM is responsible as the central coordinating body
for clinical terminology standards within HHS.
The NLM role is to assure the on-going validity and
accuracy of the value sets.
•
VSAC is provided by NLM in collaboration with the
ONC and CMS.

Provides downloadable access to all official versions
of vocabulary value sets contained in the
2014 CMS Clinical Quality Measures (CQMs).
•
Because many of the clinical terminologies used by
value sets have copyright restrictions, VSAC users
are required to agree to the terms of the UMLS
License.

PHASE 1
Create a validation authority and central repository for all
value sets.
Provide quality assurance through validation of value set
terms with code sets.

Provide authoring capabilities for organizations and
individuals to create value sets for their specific needs.

A value set is a list of terms and their codes
derived from single or multiple standard
vocabularies used to unambiguously define
clinical concepts (such as patients with
diabetes, clinical visit, reportable diseases)
used in clinical quality measures and to
support effective health information
exchange, as well as other specific business
purposes.

and the denominator for a quality measure.
