


a) The Confederacy is not a legit
country, but Americans in rebellion.
b) Lincoln will do whatever is necessary
to preserve the U.S.
c) He will fight a war if need be, but the
Union won’t fire the first shot.

shall have the most solemn one to preserve,

Union troops to leave….
Lincoln’s has a dilemma

b) He also doesn’t want to
recognize the Confederate
government by giving in.

Union troops refuse to
give Fort Sumter over to
the Confederacy.
