children and young people in Salford
Salford Child and Adolescent Mental Health Services
(CAMHS) Strategy:

Level of Need: Performance Indicators
• NI 58: Emotional and Behavioural health of Looked
After Children. In 2008/09 average score from carers’
questionnaires was 7.1 which is regarded as
surprisingly low
• NI51: Commissioning Comprehensive CAMHS: Salford
has been estimated as ‘underachieving’, although
performance has improved since 2008
• NI 50: Emotional Health of Children & Young People –
67% in 2008 felt they were supported (slightly above
average score for North West and England as a whole)
Graduated responses
Specialist and targeted CAMHS provided for
children and young people in ‘vulnerable groups’ including BME;
those with learning disabilities, Looked after Children;
Young Offenders; and 16/17 yr olds

as part of holistic PHSE and achieving

Universal Services

School Status. i.e.:
• effective whole setting frameworks for promoting emotional
wellbeing & mental health including anti-bullying practices.
• ‘Quality first’ teaching of social & emotional skills to all children
through SEAL programme
• Provision of evidence based Parenting Support Programmes e.g.
Incredible Years for parents of under 8 yr olds
• Effective School Council; Effective Parent Council; Available
School health ‘drop ins’.
• Outcomes measured by Tell Us 4 survey (NI 50) / PASS
Universal Services Plus
Group work with identified children/ young people e.g. SEAL

Targeted services
• ‘Targeted’ specialist CAMHS are provided for children and young
people in identified ‘vulnerable groups’ including BME; those with
learning disabilities, Looked after Children; Young Offenders; and
16/17 yr olds
• Advertise external and /or ‘commission’ on site individual
counselling services
• Use consultation networks with Locality team (including Education
Welfare); Educational Psychology Service; Inclusion Learning
services and links with School Health & specialist CAMHS
• Establish ‘consultation’ agreement with specialist CAMHS
• Complete CAF tool to use Family Action Model to coordinate
support packages
Specialist CAMHS
• Refer to specialist Child and Adolescent Mental health
Services using CAF via School Health including
Community Paediatricians and School Health Advisors
or child’s G.P.
• CAMHS provide evidence based interventions
• Evaluation and monitoring of an effective and flexible
service including:
• Accessibility; Publicity; Confidentiality & Consent;
appropriate environment; staff training, skills , attitudes
and values, joined up working, involvement of young
people and parent/carers
