The British Plastics Federation
• Founded in 1933 the longest established Plastics
organisation in the World
• We represent about 85% of the industry by employees
and turnover
• We have 400 direct member companies including
processors, polymer, additive and machinery producers
and recyclers.
• The UK Plastics Industry employs 170,000 and has a
sales turnover of £18bn.

Progress on Plastics Recycling
• 40% of all plastic bottles are recycled but only
78% of local authorities are collecting them
• 72% of HDPE milk bottles were recycled in 2009.
A big increase on 57% in 2008
• In the UK 53,000 tonnes of construction use PVC
were recycled in 2010
• 33% of Expanded Polystyrene packaging was
recycled in 2009
• Mixed Plastics recycling is being tested

Plastics 2020 Challenge
• We want to prevent used plastics being landfilled by
2020
• It’s a valuable resource and can be recycled up to six
times
• We want to increase the recycling of all plastic
packaging from 25% to 50% by 2020
• UK is Europe’s biggest land filler but we only have
seven years capacity left
• Unrecyclables including used plastic can be used to
provide much needed energy through Energy from
Waste

What can be done?
• The Plastics Industry does not put plastics in
the sea and on beaches
• We want it back for Recycling and Energy
Recovery
• It is a Global problem and requires Global
action. However, our Government needs to
lead and co-ordinate action to ensure all types
of litter do not end up in the marine
environment.
• We wish to work with all stakeholders to find
solutions

Litter Prevention – Changing Behaviour
• We participated in MCS Beachwatch survey
and clean ups in Mid September in 2010
• Plastics 2020 Challenge are sponsoring
MCS ‘Bottle Champions’ Recycling
Campaign in 240 Primary Schools
• Provision and emptying of bins on beaches
and in public places needs to be increased.

Plastic Industry Initiatives (2)
Operation Clean Sweep
Plastics Pellet Loss Prevention
• Launched by the BPF in 2009
• Aims with a best practice manual to prevent plastic raw
material escaping into the Environment
• Loss of raw material is money down the drain, bad for the
environment and can cause accidents
• Companies are invited to sign an OCS Pledge
• BPF to co-ordinate this being rolled out across Europe

Plastic Industry Initiatives (3) - Research
• We are sponsoring a study by the University
of Ghent into the occurrence of
microplastics in mussels and lugworms in
France, Belgium and the Netherlands
• We welcome the Marine Conservation
Society being on the Steering Group
• Work commenced on 19th October and
should be completed in one year

- Pan European Plastics in Marine Litter Project a)
The European Plastics Industry will propose a WasteFree Oceans project to the EU Commission’s Life+
Programme and apply for 50% funding.

Mapping current legislation and policy, and its
effectiveness
Communications and Awareness raising for fishermen,
port authorities, local authorities, waste management
companies, the shipping industry and schools
Communication of best practice in waste management
Training seminars and workshops for fishermen, port

- Pan European Plastics in Marine Litter Project b)
• Voluntary industry initiatives such as Operation
Clean Sweep
• Prevention of marine litter, best practices. Law
enforcement and removal of marine litter such as
‘fishing for litter’.
• We are grateful that the Marine Conservation
Society has agreed to be a partner.
• This Spring we will know if our Life+ application
is successful.

• The BPF was invited to be on the Litter
Challenge Group planning for last year’s National
Litter Convention
• We are committed to the success of LWYL
• At the convention the BPF gave four Pledges on
plastics in marine litter:

Further Initiatives
• On, 22nd March 2011, at the Marine Debris
Conference in Hawaii the Plastics Industry
announced its Declaration on Marine Litter.
The BPF is a signatory.
• On 20th May in Cap Ferrat harbour the
European Union of Plastics Converters will be
demonstrating a special plastics trawl to clear
floating plastics from coastal waters.

The Future
• Climate Change and over population
will increase pressure on the Oceans
• Technological advance will help, for
example intelligent fishing nets.
• Behavioural change, seeing waste as
a resource is vital.
