ROLE OF THE PLANNING BOARD
The Land Use Article Section §20:301 through 305 of the Maryland Annotated
Code requires that the Planning Board review all public construction projects
through the Mandatory Referral review process.
PLANNING BOARD ACTION/RECOMMENDATIONS
Planning Board action is required within a 60-day period after a Mandatory
Referral application is accepted by staff.
Recommendations are advisory, and affected property owners/interested party
may seek a resolution to any issues raised in the staff report.
Applicant may disagree with the Board’s recommendation and proceed with the
proposed project thereby taking full responsibility of the issues raised.
The Planning Board requests written response from the applicant stating how
the recommendations will be implemented.

SUMMARY OF THE PROPOSAL
1. Chesapeake Lighthouse Foundation (CLF) has entered into an
agreement with the Prince George’s County Board of Education to
provide a public charter school for the school year 2015-2016 to serve
450 students; grades 6 through 9.
2. The applicant proposes to convert an existing vacant industrial
warehouse building for a middle and high school to serve 800
students; grades 6 through 12, over a five year period.
3. The proposed Public Charter School will be fully funded by the Prince
George’s County Board of Education.
4. There will be no expansion of the existing 100,550 square foot
building footprint.
5. Transportation to and from the school will be provided by parents.

SUMMARY OF THE PROPOSAL
The proposed charter school has a five year staging schedule. During the
first year the school will serve grades 6 through 9, with approximately
450 students; with 350 (grades 6 through 12) to be added later. The
student population will be increased over the next five years, until it is in
full operation with a total of 800 students.

FEATURES OF THE PROPOSED SCHOOL
Applicant’s Proposed Building Renovation Commitments
1. Renovate existing building’s exterior/interior to create classroom
space, restrooms, offices, school nurse room, storage, indoor
gymnasium, cafeteria and other school support service areas to
accommodate 800 students.
2. Create new partitions, doors, finishes, plumbing fixtures, electrical wall
wiring, additional heating and cooling fixtures.
3. Replace existing roof/insulate portions of the new roof structure and
mechanical units to reduce aircraft indoor noise impacts.
4. Install new windows around the perimeter of the building to allow for
natural light in the classrooms.
5. Implement Noise Study Recommendations by Ryan & Associates
6. Conduct a post-construction indoor noise inspection and approval from
Maryland Aviation Administration prior to seeking final permits from
Prince County’s Department of Permitting, Inspections and
Enforcement (DPIE).

RECOMMENDATIONS
1. The applicant should reduce indoor noise levels from 75 dB to 45 dB as recommended in the
Noise Study.
2. A post-construction sound insulation test should be conducted by the Maryland Aviation
Administration prior to seeking a Use and Occupancy Permit from the Prince George’s County
Department of Permitting, Inspections and Enforcement (DPIE).
3. The applicant should conduct a Phase I and Phase II environmental site assessment, including
air and soil testing for the property. Any Phase III investigations/remediation recommended by
the Phase II should be completed prior to occupancy of the building by students.
4. The applicant should provide a photometric plan showing sufficient lighting around the entire
building and parking areas. A detail of the proposed lighting fixtures should be provided
showing the use of full cut-off optics.
5. The applicant should redesign the drop-off and pick-up area to minimize pedestrian and
vehicular conflicts by providing a clear, wide, designated pedestrian path from a drop-off area
to the student entrance doors.
6. The applicant should explore other architectural enhancements, such as skylights, additional
fenestration, replacing the existing metal paneling, and adding details such as enhanced trim,
to improve the amount of natural interior light and the appearance of the exterior building to
be more in line with the proposed use.

7. The applicant should consider eliminating excess pavement on-site to reduce impervious
surface, improve internal circulation, and accommodate additional green area to enhance the
visual appeal of the property.
8. Additional landscaping (shade trees and evergreens) should be provided to screen and buffer
the school from adjacent incompatible uses and roadways. New plant materials should consist of
a variety of native species for minimal maintenance and maximum durability.
9. Proposed loading spaces and trash/recycling locations are shown on the north side of the
building. The applicant should screen these facilities from the public right-or-way and from site
users.
10. Since the applicant is considering a fence for the south side of the site (to separate the school
property from adjacent industrial uses), but did not include details for review with this
application, the applicant should file a supplemental Mandatory Referral Review application
when a final decision is made regarding the proposed fence.
If applicant moves forward to implement recommendations 3, 4, 5 and 10, Administrative
Mandatory Referral will be required.

Recommendations - continued
The review of previous charter school proposals shows that some of the schools are
being located in non-residential areas. A transmittal letter for the Board of Education
(BOE) is included in the packet in an attempt to highlight concerns with locating schools
in non-residential areas. The recommendation below is for the Board of Education:
11. If schools are to be located at employment parks or other commercial areas, the BOE
should consider setting standards for the new public charter schools’ sites/buildings
outside of residential areas to protect all students from potential environmental impacts
associated with adjacent industrial and commercial sites.
