•The system is able to guarantee the access, activating
passage’s systems such as automatic barriers, gates, etc.,
thanks to the identification and recognition in real time of
the plate’s image of the car coming to it.
•The Software of the image acquisition, optimized for the
reading and recognition of the plate items of auto vehicle,
allows through the usage of a normal camera, to take the
anterior picture of the vehicle transiting and translate the
plate in a characters sequence.

• The system, taking advantage of the Motion Detection
technology, doesn’t require the usage of sensors like
photocells, etc., and it is able to guarantee an optimal
behavior in every weather condition.
• The possibility to handle until to 4 different channels
(4 tele camera), allows to extend the system for the
parallel control of more than one gate, or to make on
one gate, the acquisition of lateral, back and front
pictures of the vehicle for the analysis of the main
characteristics of the vehicle (creation of a
mathematical model of the chars of the car).

The system is made up by the following components:
• PC with Windows 2000/XP hosting the Software of
the plate recognition system.
• Telecamera CCD, in B/N, colors and/or infrared
sensible, to capture the images.
• Two interface cards, one with I/O interface and one
video acquisition card.
• The Software of the plate recognition system.
• Optionals: lamps, infrared lamps, photocells, etc.

The identification and recognition process of a car plate follows several
phases:
•
The elaboration on the n-mo photo gram starts when it detects consistent
movement ( car moving ); then the tele-camera acquires images to be
elaborated for the plate recognition.
•
The image is elaborated in order to search for a plate, using gradient
based analysis and geometrical verification techniques. In case of success
the elaboration go ahead, otherwise the system go back to the stand-by
state.
•
In case of the acquisition of a valid image, first the system discards not
relevant elements ( other cars, people, etc.), then segments the plate and
the OCR (Optical Character Recognition: component specialized in the
classification of the alphanumerical characters based on the neural
networks technology) proposes a string of characters and a percentage of
error on every single character, or aborts the operation if doesn’t reach the
minimal set of characters with a certain percentage of errors ( for instance
it can happen if the plate is too dirty or there is not enough light).

The system then search in the database the string more similar to the
one proposed by the OCR using a criteria definable by the user (
minimum number of coincident characters). The results can be of
success in case of maximum coincidence, or not success and a report
of number of character coincident. In case of no coincidence, the car
will be defined unknown.

In case of success, the system is able to command activations, also
combined, such as gate’s opening, ticket’s issue, etc., or activation of
alarms in case of not authorized access. Furthermore, the system
inhibits the recognized plate for a certain timeframe ( definable by the
user ) to avoid multiple successes.
•
The system also keeps an XML log file of all the events that can be
used as input for other systems. Further, it also keeps images of events
for a definable number of days.

• The possibility to handle until to 4 different gates (channels).
• The possibility to define the minimum number of characters that have to match
and the percentage of error per character in order to have a success in the plate
recognition.
• The system is based on the usage of two modules interfaced between them: the
first one executes the pre-elaboration of the image and the search of the plate in
the current frame. If the plate exist, it is passed to the second module that returns
the string of characters and the percentage of error for each character. Then the
first module execute the database search of the string that match with the
minimal requirements the elaborated one.
• The total elaboration time ( from the arrival of the car to the system response ) is
not superior the 3 second with 4 gates contemporary:
– Reaction time to the movement
< 300 ms

– Elaboration plate time and DB search
< 500 ms
– Max elaboration time
< 1 sec
– Medium elaboration time

• Parking handling with ticket issue, with the possibility to register the exact
entrance and exit time and the relative cost. It also can make the
identification of the cars that have passed the authorized parking time or the
prepaid time, etc.
• Statistical collection of the traffic flow for commercial scopes or to
optimize traffic lights behavior.
• Identification of suspect cars in a specific area.
• Registration of traffic violations close to traffic lights.

• Identification of characteristics of the car like color, model, brand.
