 As mentioned, SOL results indicate
that all six Salem City Schools and
the Division made Adequate Yearly
Progress (AYP) under the Federal
No Child Left Behind Act.

94% of the total number of students
tested passed the English:Reading

Summary
 Overall test results in 2009 were excellent.
 In 2009, at the elementary level, Salem had a 90%
achievement rate or better in all four of the
elementary schools in seven of the twelve grade level
specific subject areas tested.
 At the elementary level, individual schools achieved
either a 99% or 100% pass rate on six of the grade
level specific tests.

 Elementary results did contain areas of concern. In three
tested areas, individual schools had passing percentages in
certain areas of assessment which were 85% or below. The
lowest passing percentage (84) was found in US History to
1877.
 Andrew Lewis Middle School results were very good in
both the Multiple Choice and End-of-Course testing
categories. For example, all of ALMS geometry and
algebra students passed the SOL tests. In the area of
special tests all of ALMS’s Virginia Substitute Evaluation
Program Tests in World Geography passed. This was the
second year in a row that ALMS achieved a 100% pass
rate.

 Salem High School test results were impressive, both
in terms of SOL End-of-Course pass rates and AYP
achievement. All of the eleven tested EOC areas had
pass rates in excess of 90%. Eight of the eleven tested
areas had pass rates of 95% or better. The Chemistry
pass rate was 100%.

 It should be noted that the Salem City school division
is continuing to focus on math instruction, especially in
the are of middle school math. The “Vertical Math
Team” has an established goal of improving overall
math instruction in Salem City Schools and has
already begun to pay dividends.
 As a result of the efforts of ALMS teachers and
leaders, math achievement at ALMS has increased
from an 86 % passing rate in 2007-2008 to a 90%
passing rate in 2008-2009. Especially impressive was
the math passing rate for disabled students. The pass
rate increased from 58% to 87%.

 In addition, the first year of implementation of
“Assessment FOR Learning” as an approach
to improving and individualizing instruction
for all students in Salem City Schools was very
successful.
 In the coming year (SY 09-10), the emphasis
on AFL will continue and will feature a review
and professional dialogue on grading
practices.
 Simultaneously, Division Leadership will be
investigating new statistical tools in an effort to
use SOL data as a predictive measure.

 Again, as in 2008-2009, as a component of the Salem
School Board’s Goals and Objectives for 2009-2010,
specific goals and objectives will be created for student
achievement, as measured by SOL tests, for every
assessment administered at every school with special
emphasis on areas not exceeding the Division
minimum of 90%.
 Dr. Seibert has also directed that a systematic method
to record, track and access key student performance
data in an electronic format that is compatible with
the Student Information System be developed and be
accessible to teachers.
Superintendent’s Reflections
SOL scores are important because they are
indicators of student progress, but they are
inherently limited because we teach children,
not percentages. More importantly, we teach
children for 180 days a year and not just the
day of an assessment. In Salem, we encourage
all staff to ensure that meaningful assessment
takes place throughout the instructional process
and to fully utilize technology as an important
learning tool. Salem teachers put children first
every day, and the goal of effective, ongoing
assessment is to inform and individualize
instruction for the children we serve.
