The Conference of the Parties Serving as the Meeting of the Parties to the
Kyoto Protocol, acknowledging the proposal of the Republic of Belarus to
amend Annex B to the Kyoto Protocol and to assume a quantified emission
reduction commitment, among other things,
Invites the Parties to the Kyoto Protocol to ratify, accept or approve the
amendment contained in the annex to this decision:

Amendment to the Kyoto Protocol to the United Nations
Framework Convention on Climate Change to be inserted between the entries
for Austria and Belgium

The following draft legal acts have been no objected and are
being prepared for submission to the Government:

for Belarus Participation in Flexibility Mechanisms Provided
for by the Kyoto Protocol to the United Nations Framework
Convention on Climate Change: 2008-2012

The draft Government Resolution on Approving a Set of
Actions to Mitigate Climate Change Consequences: 20082012
Currently under development:

The MNR, together with public authorities concerned, is
establishing a carbon finance system, a new instrument
that has no analogs anywhere in the world, combines
various financing mechanisms and schemes, and is part of
the future Green Investment Scheme
Legal Framework
To provide for implementation of the Bali Action
Plan (FCCC/CP/2007/L.7/Rev.1) and the Bali Road
Map (FCCC/KP/AWG/2007/L.6/Rev.1) approved by
FCCC Parties at their 13th Conference in December
2007, and in preparation for adoption by Belarus of
quantified GHG emission reduction commitments
for the period after 2012, the Ministry of Natural
Resources and Environmental Protection issued
Executive Order # 37-OD, dated February 14, 2008
– Approving the Action Plan in Support of the Bali
Road Map and the Bali Action Plan.
Therefore, the country has started implementing the
aforementioned documents.


UNDP (ongoing) – Capacity Building for Implementation of
Flexible Mechanisms of the Kyoto Protocol in Belarus
TACIS (a regional project) – Support to Kyoto Protocol
Implementation
In 2007, the MNR, together with the World Bank, UNDP, and
OSCE, prepared and held over 10 JI training workshops for
sector specialists focusing on PIN and PDD preparation
Capacity Building under UNFCCC and Kyoto
Protocol
The MNR and other public authorities are
working to prepare project proposals with a
view to reducing GHG emissions and
increasing GHG absorption, and to find
potential investors for such projects.
Thus, the Ministry duly received 6 project
proposals in 2007 and considered 2 project
proposals in the first quarter 2008. According
to Belarus public authorities, 12 different
project proposals are currently under
preparation.

Long-term Objectives






To assess the climate impact mitigation capacity;
To assess vulnerability to climate change;
To improve carbon finance mechanisms in the
Republic of Belarus (voluntary and expected
emission reduction markets);
Implementation of the Bali Action Plan and the
Bali Road Map approved by the 13th Conference
of UNFCCC Parties in December 2007;
To implement activities included in the planned
set of actions to mitigate climate change
consequences;
To improve national report preparation.
Prospects for Belarus’ Participation
in Carbon Finance




The country will complete the preparation of the
requisite legal and institutional framework for the
Kyoto Protocol mechanisms by late 2008.
COP/MOP 2 and COP/MOP 3 decisions give a clear
signal to reduce GHG emissions and increase
GHG absorption using the Kyoto Protocol
mechanisms.
75% of the Parties to the Protocol should ratify
the Amendment for it to become effective.
Special emphasis on voluntary reduction projects.
