China’s Energy and Carbon Footprint
China’s Carbon Emissions Compared Internationally
• In 2007, China
surpassed the U.S. in total
CO2 emissions. (UNDP)
• 1970 to 2007: carbon
emissions rose over seven

China’s 11th 5 Year Plan
11th 5 year goal of decreasing energy
intensity (energy/unit GDP) by 20% by 2011
Resulted in a reported ~13% decrease so far
This of course is off pace, but still an
incredible achievement over 4 years, if
factually correct.

China’s 12th 5 Year Plan
Will set the national goals for the next
five years.
The same day that the United States
Senate abandoned the federal climate
bill earlier this year, top Chinese officials
were discussing how to launch carbontrading programs.
Many questions about implementation
remain

China and the U.N.
The 2010 National Climate Change Program
China has pledged autonomous and voluntary domestic actions
related to the UN Framework Convention on Climate Change.
China agreed to
lower its carbon dioxide emissions per unit of GDP by 40 to 45
percent by 2020 compared to the 2005 level;
Increase the share of non-fossil fuels in primary energy
consumption to around 15-20 percent by 2020; and
Expand forest coverage by 40 million hectares and forest stock
volume by 1.3 billion cubic meters by 2020 from 2005 levels
