Who we are.
What we do, and Save the Children’s role.
What have we learnt so far?
How have we worked with government, and what
have we learnt?
Keeping you informed.

Our goal
ACCRA aims to increase governments’ and development
actors’ use of evidence in designing and implementing both
humanitarian and development interventions that increase
poor and vulnerable communities’ capacity to adapt to
climate hazards, variability and change.
Adaptive capacity
The property of a system to adjust its characteristics or
behavior, in order to expand its coping range under
existing climate variability or future climate conditions.
(UNDP, 2005)
‘The potential of individuals, communities, and societies to
be actively involved in the processes of change, in order to
minimize negative impacts and maximize any benefits
from changes in the climate.’ Oxfam GB
Origins
• Disaster Risk Reduction, social protection
and livelihoods already contributing to
adaptive capacity.
• Need to better understand how, and
improve our practice.
• Stronger with more organisations.
• Share those learnings.

Influencing
Evidence-based action by humanitarian and
development actors: Donors, NGOs,
Governments
Support poor communities’ ability to adapt to adapt to climate
hazards, variability and change.
Local Adaptive Capacity Framework
•Innovative conceptual framework.
•Generated lots of interest across sector.
•Useful to inform Save’s work and conceptual
thinking?
•Already informing consortium
members.
Research
1. Disaster risk reduction, livelihoods, social
protection.
2. Questions:
– What is currently happening in existing
projects that is helping to increase the
adaptive capacity of systems to climate
change?
– What is missing current projects that
would enhance adaptive capacity?
3. Research about to be published

Findings
Need to maximise our contributions’ impacts across all
five characteristics.
Development interventions need to do more to
support people’s own agency.
Development partners need to reassess the scale and
scope of their interventions
Development partners need to better use information
and knowledge for evidence-based decision making
and project design.
Building adaptive capacity requires a
continuous process of learning, change
and innovation
Capacity building with government
• Local government – linkages to national.
• Varied foci, around:
– Improving understanding of issues around CCA
and DRR.
– National policies
– Planning
– Participatory tools and community engagement.
– National and local planning processes.
• Need more learning and harmonisation
in phase 2.
• 89% met needs in Ethiopia.
Partnership with government
Uganda
–
–
Partner – National Adaptation Plan of Action.
Committee for national adaptation indicators.
Ethiopia:
– Engaging in design of £10m PSNP climate-smart
fund.
– Disaster Risk Management Strategic Programme
and Investment Framework.
– Ministry of Agriculture Sector Action Plan on
Climate Change.
– Afar Regional State Adaptation Plan.
Partnership with others
• CARE M&E (IIED).
• Informing design of programmes and
strategies in-country.
• Oxfam GB global indicators.
• CBA 5 and other fora.
Next steps
Phase 2
• More consistent approach to capacity building –
secondments?
• More learning from capacity building.
• Research linked more to institutions and entitlements.
• Capacity building game?
• Local Adaptive Capacity framework – further
development?
• Uptake of learnings.
Challenges
• Challenging government environment.
• Ambitious – enjoyable! But only 6 full time
staff.
• Local research capacity.
• Seasons – disasters, weather, accessibility.
• Funding.
