Future trends

With FP7 drawing to a close at the end of 2013, the European Union is looking to the
next programme for Research and Innovation, ‘Horizon 2020’, which aims for ‘smart,
sustainable and inclusive growth’.
This involves three mutually reinforcing priorities: ‘Excellent Science’, ‘Industrial
Leadership’ and ‘Societal Challenges’. The latter includes climate change, resource
efficiency and raw materials, which also integrates sustainable land development.
The conservation and safeguarding of cultural heritage involves issues interconnected
with all these priorities.
Both the Framework Programmes and the initiatives encouraged by the European
Commission, such as the ‘Public Private Partnership (PPP)’ on ‘Energy-efficient
buildings’ or the JPI on ‘Cultural Heritage and Global Change: a new challenge for
Europe’, aim at reinforcing links across these priorities.
It is expected that ‘Horizon 2020’ will continue promoting multidisciplinary and crosscutting aspects of cultural heritage research. Indeed research on cultural heritage
significantly contributes to the European Research Area and is pioneering the future
of EU research by its strong efforts to coordinate research within and across Member
States and its substantial mobilisation of public and private stakeholders and funding.

Joint Programming Initiative (JPI) for
research “Cultural heritage and global
change: a new challenge for Europe”
•
The JPI on “Cultural heritage and Global Change” was endorsed by Council
Decision of 26 May 2010, builds on the "NET-HERITAGE" project.
•
Led also by the Italian Ministry of Culture, it addresses tangible,
intangible and digital heritage and is expected to ensure a reinforced
coordination between Member States, Associated and Third Countries
to help achieving the European Research Area (ERA) in the field of
cultural heritage.

Public private partnership (PPP) on
“Energy efficient Buildings”
•
A response to the economic crisis within the context of the European
Economic Recovery Plan launched by the Commission in 2008
•
This partnership takes stock on the previous work of the “European
Construction Technology Platform” (ECTP) and its “Focus Area on
Cultural Heritage” (FACH).
•
A multi-annual roadmap and longer term strategy has been
developed (an updated roadmap is currently being prepared for beyond
2013).
•
Since 2010, the Environment Directorate has participated in crossthematic calls to improve the energy efficiency in historic buildings.

The challenge for the future: HORIZON
2020 (2014-2020)
•
Cultural heritage will still be addressed in the new FP for research and
innovation “HORIZON 2020” in different ways under its three mutually
reinforcing priorities “Excellent Science” (incl. infrastructures),
“Industrial Leadership” and “Societal Challenges”.
•
Moreover HORIZON 2020 will contribute to the strengthening of
partnering for the implementation of joint actions at regional, national or
international level.
•
EU funding is supposed to produce a substantial leverage effect on
national and regional funding as well as on private resources.

EU contribution to JPIs in the future
•
The new JPI on "Cultural heritage and Global Change: a new challenge for
Europe" may be supported by the Commission in HORIZON 2020,
depending on its Strategic Research Agenda and subject to EU priorities
through:
• the ERA-NET instrument the Commission may top up joint calls or
activities of transnational nature and European added value organised
by Member States, Associated and Third Countries.
• The Commission may also participate in programmes undertaken by
Member States in accordance with Article 185 of the Treaty of the
European Union.
