OVERVIEWS OF RESPONSE TO CC IN
VIETNAM

According to the IPCC Vietnam is among the few countries
which are hardest hit by climate change and sea level rise.

In last 50 years, annual average t0 has been increased
about 5-0,70C, sea level have risen about 20cm, CC ->
Disasters, storms, floods, droughts.. More and more
severe

Coastal Deltas, especially Mekong Delta is projected to be
most inundated severely, sea level rises:
- 0,75m: about 19,0% of total area of Mekong delta will be
inundated
- 1m: about 37,8% of total area of Mekong delta will be
inundated

DETERMINATIONS OF GOV
1. Vietnam ratified UNFCCC (1992-1994) & Kyoto protocol KP(1998-2002):
- UNFCCC:
commitments among parties -> create the
fundamentals for activiies controlling and reducing GHG
emission to stablize the GHG concentration in the asmosphere;
- Kyoto protocol:
(+) Commitments to the specific amount of reducing GHG emission
for each nation, (Europe: 8%, America: 7%, Japan: 6%);
The UNFCCC parties who are stated in the annex I contribute
61,6% of total CO2 emssion in whole world, 6 kinds of GHG
have been controlled;

(+) KP: sell-buy CO2 emission mechanism (ET); Joinimplementation mechanism (JI); &
Clean Development Mechanism (CDM): provide the
credits for financing projects which reduce the GHG
emission in the developing countries
2. 11.2007, GOV issued the Resolution No 60/2007/NQ-CP,
assigned MONRE to take lead in developing National
Target Program to Respond to Climate Change (NTPRCCC) & approved this NTP-RCC on
02.12.2008
(Decision No 158/2008/QD-TTg);
3. Completed the Scenario of CC and Sea level rise for
Vietnam (Publicity on 09.9.2009)
DETERMINATIONS OF GOVERNMENT

Basis, orientations for ministries, sectors and localities to:
- Assess the CC impacts ;
- Develop and implement action plans -> adapt and minigate
the potential impacts of CC in the future

IMPLEMENTATION OF UNFCCC AND KP
National Focal Point
- MONRE: National Focal Point and Authority of CDM
(DNA) in Vietnam, has been participating and
implementating UNFCCC and KP.
- The national steering
committee NSC of UNFCCC
and KP in VN was established
in 2007, at present there are
18 members (14 ministries,
sectors) (Decision No 743/QDBTNMT approved by Minister
of MONRE, dated 20.4.09)

Issued relevant legal Documents
 GOV Prime Minister issued the following:
 Directive No 35/2005/CT-TTg, 17.10.2005 on organization
and finance to implement Kyoto protocol under UNFCCC;
 Decision No 47/2007/QĐ-TTg, 06.4.2007 approved the
financial plan for implementating KP, period 2007-2010;
 Decision No 130/2007/QĐ-TTg, 02.8.2007 on machenism
and policies of CDM investment projects.
 MONRE: Circular No 10/2006/TT-BTNMT, 12.12.2006 CDM
Development Project Activities, under framework of KP;
 MONRE and MOF: Joined Circular No. 58/2008/TTLT-BTCBTNMT, 04.7.2008 on instruction of activities implementing
some articles under Decision No.130 (mentioned above)

Policy dialogue on Natural Resources and (ISGE)
OBJECTIVES OF INT. COOPERATION ON CC
1. Support VN to implement UNFCC & KP; especially
provide credits for GHG emission reduction Projects in
developing Countries
2. Develop, implement the action plans of ministries, sectors
and localities which are highly feasible to assess CC
impacts in short- long term periods in order to adapt and
mitigate the severe CC impacts in the future and ensure
the country sustainable Development toward low carbon
economy.
3. Join to Int. Communities making efforts to mitigate CC,
protect the earth Climate System
FUNDAMENTALS FOR DEVELOPING INT.
COOPERATION ON CC
1. VN SEDP in medium- long terms, including the
comprehensive Development Strategies, Poverty Reduction
and Development Cooperation Strategies, …
2. The strategies developed by Ministries, sectors and
Localities;
3. The concerns of GOV as well as the fruitful supports of all
citizens, especially who are living in the most severely
impacted by CC
4. Int. Government and Int. Organizations in Vietnam:
The parties of Int. treaties; or be a member of Int.
Cooperation Development Strategies, such as: “Cool Earth
Partnership” program (total budget: ~ 10 billion USD,
respond to CC in the whole world);…

1. Potential Doners:
- Sweden: SEMLA Program at final stage, oriented to
continue supporting to CC in next period;
- Dutch: developing the list of CC related projects (6);
- England: Committed to participate in join-initiative under
the framework of ASEM
- Other supports: WB, ADB: some studies on CC economy

3. Climate Investment Fund (CIF): trusted by 8
developed countries (Australia, France, Germany, Japan,
Spain, Sweden, UK, US);
Co-financing with the Regional Development Banks to
promote Int. Cooperation on CC and support the process
toward the future of Climate regime
- Objective: share the lesson learnt and experiences on
responding to CC through learning by doing
- Financial Mechanism: follows the WB’s Clean Energy
Investment Framework => fill the financial gap to Clean
Energy Investment => Integrate CC into the process of
development assistances.

PROGRAM
- Organizational Structure of CIF in VN:
+ MONRE is NFP, coordinates all related activities such
as: (i) Develop Country Investment Plan (CIP); (ii)
synthesize and submit the list of projects/programs
within CIP;
+ Taskforce: 16 members coming from 10 line
ministries, sectors and localities.
- CIF components: consist of Strategic Climate Fund
(SCF) and Clean Technology Fund (CTF)

PROGRAM
Clean Technology Fund (CTF):
Trustees, provides concessional funds to co-finance with the
loans of MDBs to promote the incentives to scale up
deployment and transferring of low carbon technologies which
have potentials to reduce GHG emission;
- Total budget: 5 billion USD in whole world; in which VN
proposed to use 250 million USD
- Time: 2011-2013
- Executing agencies: MOIT, MOT, MARD, Hanoi and HCM
cities

of CER. Total capital is now 63 tr.USD entrusting to WB. VN
has not had any project;
5. Copenhagen Green Climate Fund (CGCF): within the
framework of Copenhagen Accord, First Period is 20102012: 30 bil. USD
6. Cool Earth Partnership: 10 Bil. USD initiated by JP on

Impacts of sea level rise and adaptation measures; (iii)
Roles of small and medium hydro power in adaptation to
CC and harmonize agricultural development;

4. Government of Japan and French
“Support Program to Respond to Climate
Change (SP-RCC)”
- initiatives: develop this program to utilize the ODA loan
for CC to support the implementation of NTP-RCC and
other related issues
- Basis:
+ “NTP-RCC” (Decision No.158, 12/2008);
+ VN is a party of UNFCCC and Kyoto protocol;
+ VN, JP: members of “Cool Earth partnership”
THE MAJOR FORMULATING INT. COOPERATION
PROGRAM (SP-RCC)

Objectives: To support the implementation of climate change
related policies and strategies based on the “National Target
Program to respond to climate change”

Scope and contents: To assist implementation of policy actions
of policy matrix with three pillars (Adaptation, Mitigation, Crosscutting issues) to cover between 2009 and 2011

MONRE is taking lead in coordinating and collaborating with
related ministries and sectors to develop The CC Policy Matrix
(PM)

At present, there are 11 ministries and sectors participating in this

PROGRAM (SP-RCC)
- Finance: State Budget support,
+ JICA, 10 billion Yen (~112 mil. USD) for 2010
+ AFD: 20 million. Euro (~35 mil. USD) for 2010
+ source: ODA of Japan, French
+ Conditions:
(i) JICA: Interest rate: 0.25 %; repayment period: 40
years; grace period: 10 year;
(ii) AFD: soft loan

GENERAL PRINCIPLES
- Comply with laws, regulations of Vietnam and the
commitments within the international treaty which GOV has
been signed or been a member/party

consistency, express exactly policies/opinion of the
Government and mainstream into SEDP/SEDS in each
periods/terms, development of action plans within NTP-RCC
is a core

Facilitate and harmonize the coordination mechanism among
partners.

Manage and coordinate closely, effectively and transparently;
strengthen management and proactive capacity of Ministries,
sectors, localities and agencies

GENERAL PRINCIPLES

Inherit, appropriately utilize, and optimize uses of the existing
structures of management and coordination of the CC
projects/programs, especially the NTP-RCC
-
MONRE takes lead, collaborates with other ministries, sectors,
localities and agencies to develop the action plans responding to
CC, and to cooperate with international donors

Each related CC program/project which is approved to put into the
List will develop following the regulations of Decree
No.131/2006/ND-CP and other commitments with donors

Different Applications for each particular type of programs/projects
(including TA or other Loans)

The programs/projects which are designed going through
state budget support (similar to NTP-RCC, SP-RCC) will
apply the coordination and management mechanism of
SPRCC together with enhancing the Policy dialogues as
ISGE
For other related CC programs/projects (similar to CTF…)
it is needed to strengthen cross- sect oral collaboration,
optimize uses of Int. consultancies in development process
of prioritized CC programs/projects
Flexible applications on management and coordination to
be suit to each particular case (TAs, Loans…)
