Washington’s Climate Change Challenge
• Created by Executive Order 07-02
• Specific climate change goals
- Reduce emissions through government policies, efficient
market-based systems, allowance trading, and incentives
- Create jobs and reduce dependence on fuel imports
• Recommend reduction strategies for state enterprise
• Determine specific steps to be prepared for impacts
• Develop education and engagement component
• Instate and regional coordination
• Report due to the Governor 2/7/08
Reduce Emissions and Grow our Economy
By 2020 reduce GHG emissions to 1990 levels
By 2035 reduce emissions to 25% below 1990 levels
By 2050 reduce emissions to 50% below 1990 levels
By 2020 increase the number of clean energy sector jobs
to 25,000 from the 8,400 jobs in 2004
By 2020 reduce expenditures by 20% on fuel imported
into the state
Manage the Unavoidable
• Prepare and adapt for the effects of global warming
- Determine and implement specific steps to prepare
for the impacts on public health, agriculture, forestry,
the coast line, and infrastructure
- Assess and implement additional steps to prepare for
the impact on water supply and management
Build on Existing Actions
• Adopted the California Car Emissions Standards
• Adopted renewable fuels (biodiesel and ethanol) standards for
transportation
• Instituted high-performance green building standards
• Have one of the most energy-efficient building codes in the U.S.
• Implemented electric utility conservation programs

Regional Collaboration:
Western Climate Initiative (WCI)
• WCI Initial design issues are now available on line for
comments by November 30, 2007
– www.westernclimateinitiative.org
• Outreach and communication with stakeholders is being
conducted
– Regional teleconferences every other month
– Regional face to face workshops planned with interested stakeholders
for January (in Portland), May and July 2008
– State stakeholder outreach is also ongoing, including with interested
legislators and staff
– Intensive work on implementation plan of WCI design with stakeholders
including legislators and staff from August – December 08
• Complementary collaborations on east coast (Regional
Greenhouse Gas Initiative – RGGI) and Mid-Western
states (Midwestern Greenhouse Gas Reduction Accord)
