• Emissions from land use change

• Large percentage of the population (especially in Guatemala,
Honduras and Nicaragua) still depends on biomass (mainly
firewood) to satisfy their basic energy needs

Vulnerable to climate change impacts
• Temperature rise and precipitation changes: Area suitable for coffee
will decrease; bean, rice, livestock yields also lower
• By 2011, water availability expected to decrease significantly (as a
result of climate change and population growth), especially in
El Salvador,
Honduras, and
Nicaragua
• Greater intensity
of tropical storms
will increase risk
of coastal zones
flooding

Sustainable Landscapes & Adaptation
Summary
•
Purpose:
•
1) To reduce GHG emissions from deforestation/forest degradation through
establishment of carbon-based incentives and mechanisms
•
2) increase Central America’s resilience to GCC by improving delivery of
remote sensing data and analysis tools to end-users
•
Implementer: Tropical Agricultural Research and Higher Education Center (CATIE)
•
CATIE is the lead for Sustainable Landscapes activities
•
IUCN, The Nature Conservancy, CARE, and Terra Global Capital also manage
and provide expertise for Sustainable Landscapes activities
•
IUCN is the lead for Adaptation activities
•
DAI is the lead on the information clearinghouse, coordination with SERVIR,
and sustainability of Adaptation activities
•
Time Period and TEC: April 2013 – April 2018
•
Regional focus: Central America and the Dominican Republic

Sustainable Landscapes
Supporting the establishment and implementation of carbon-based
incentives to reduce emissions from deforestation, forest degradation and
other land uses
Highlights
• Large consortium of experienced organizations and institutions (depth and
breadth of experience)
• Regional counterpart through CCAD
• Build on previous/current REDD+ work in the region in collaboration with
GIZ
• Pilot projects will link to national experiences, scale up lessons learned
from project sites
• Opportunities to address gender, adaptation and mitigation together and
enhance leadership and decision making role of women and girls

Adaptation
Improving the capacity of vulnerable communities to adapt to climate
change by integrating earth observation information and geospatial
technologies into development decision making
Highlights
•
Emphasizes importance of meaningful and useful climate change info and data
•
Not just a supply focus:
• Creating demand-driven regional climate change data platform
• Proposes dialogues between info users and providers to better understand
info needs
• Trains users - at least 2,000 end users to use new AD decision-making tools
•
Opportunity to build on lessons from SERVIR
•
Relatively unique among mission programs – will give Congress another good
USAID example of what Adaptation is (e.g., geospatial technologies)
•
Future success stories – how climate information helped people make different or
better decisions that made them more resilient to climate change

Challenges
•
Coordination between SICA secretariats, country governments,
institutions, and data producers.
•
Look for proper incentives for participation in order to address their
needs and limitations (e.g., tech, admin, economic, legal)
•
Determine better arrangements and governance in a timely manner
while ensuring long-term sustainability
•
Take advantage of synergies with bilateral programs in CA

Lessons Learned
• Improve project design
• Consider stakeholders (e.g., reg. institutions, national gov, donors,
multilaterals) in design from Day 1 for improved buy-in
• Regional activities are complex – need to ensure they lead to concrete
results in line GCC objectives
• Better coordination with bilateral missions
• Their activities should leverage our policy/harmonization work
• Our activity objectives should be imbedded within their bilateral
agendas
• Be better aligned with bilateral agendas/strategies
• Fill gaps that they can’t
