Climate for Development in Africa (ClimDev-Africa)
Programme
AUC continued to play its overall leadership role for the
Programme – Is in the process of establishing a Climate
Change and Desertification Programmes Coordination Unit
Establishment of the ECA-based African Climate Policy Centre
(ACPC) is underway with funding from UK, Sweden and
Norway
Recruitment of the staff to be completed by May 2010
Interim activities of the Centre in support to African climate
change experts, negotiators and policy makers was provided in
the lead up to Copenhagen
Proposal for the establishment the AfDB-based ClimDev-Africa
Special Fund (CDSF) approved by the AfDB Board of Directors
in December 2009, to be submitted for endorsement by the
Board of Governors at the 2010 AfDB Annual Meeting

2. Comprehensive Framework of African Climate
Change Programmes
Developed under the auspices of AMCEN with support from
UNEP to ensure coordination and coherence in the
implementation and review of climate change initiatives
Sub-regional consultations have been held to develop Draft
Framework Programmes
3. AUC-based African Monitoring of the Environment for
Sustainable Development (AMESD)
Regional information services to support and improve the
decision-making process being established in 5 RECs

4. AUC-based EC/ACP Multilateral Environment Agreements
(MEAs) Programme
Cooperation agreement signed between UNEP and the AUC
on the implementation of the programme
Completed a study of needs and priorities of Africa
5. The Great Green Wall for the Sahara and Sahel Initiative
Initiative has evolved from tree planting to the promotion of
sustainable land management practices
6. Disaster Risk Reduction (DRR)
African Regional Strategy and guidelines for mainstreaming
Disaster Risk Assessment into development have been
developed
The Africa Regional Platform for DRR as a forum of National
Platforms and Focal Points was launched

Support by AUC, ECA, AfDB, UNEP/ROA to the
preparation of African common negotiating position
September 2009: Special Session of the Africa Partnership
Forum on Climate Change – Joint statement by Africa and its
partners
October 2009: Meeting of African Ministers of Environment at
the World Forum on Sustainable Development in
Ouagadougou, Burkina Faso
October 2009: Climate Change and Gender Orientation for
African Delegates to Climate Change negotiations
October 2009: Africa Preparatory Meeting for COP-15, under
auspices of AMCEN, at ECA
December 2009: Final consultations before the CoP15 were
held in Addis Ababa, under the Chairmanship of H.E. PM
Meles Zenawi, Coordinator of CAHOSCC

Copenhagen Accord - A relative success, not legally-binding, not
formally adopted, of which Parties took note -- Agreement
To work towards a common, long-term goal to limit global
temperature rise to below 2 degrees Celsius
To review this commitment in 2015 to take account of new
scientific evidence
For developed countries to establish and implement targets for
greenhouse gas emissions
For a number of developing countries, including major emerging
economies, to implement nationally appropriate mitigation actions
To act to reduce emissions from deforestation and forest
degradation
To pledge up to US$ 30bn between 2010 and 2012 to be disbursed
through the Copenhagen Green Climate Fund, and mobilize US$
100bn a year by 2020 for developing countries

The Copenhagen Accord established 4 new bodies:
A mechanism on REDD-plus (enhanced reduction of emissions
from deforestation and forest degradation)
A High-Level Panel under the COP to study the implementation
of financing provisions
The Copenhagen Green Climate Fund
A Technology Mechanism
Agreement to extend the mandate of the COP Working
Groups for another year, hence:
The need for Africa to further strengthen its coordination and
consultations mechanisms and its strategic alliances for a
common position at COP-16 (Dec 2010)
AU Summit of January 2010took decisions that AUC is
implementing in this regard, for a single negotiating structure
under the CAHOSCC

Programmatic Matters
October 2010 -- ECA, AUC and AfDB, in collaboration with
UN agencies will organize ADF VII on the theme “Climate
change and sustainable development”
October 2009 -- ECA convened the Sixth Session of the
Committee on Food Security and Sustainable Development
(CFSSD-6), which:
Discussed and made recommendations on issues of “Sustainable
Consumption and Production for Sustainable Growth and Poverty
Reduction in Africa” -- as Africa RIM for CSD-18
Reviewed progress of work on climate change and development and
noted the dependency of that work on extra-budgetary resources
Recommended the establishment of a dedicated
subprogramme on climate change and development to
sustain ECA work in policy analysis, advocacy and technical
cooperation in this critical area
This recommendation is therefore brought to the attention
of the Conference of Ministers for consideration
