(Resolution 1)
A study group may be designated by WTSA or
TSAG as the lead study group for ITU-T studies
forming a defined programme of work involving a
number of study groups. This lead study group is
responsible for the study of the appropriate core

Joint coordination activity (JCA) (1/2)
(Recommendation A.1)
Tool for management of the work
programme of ITU-T when there is a
need to address a broad subject
covering the area of competence of
more than one study group. A JCA may
help to coordinate the planned work
effort in terms of subject matter, timeframes for meetings, collocated
meetings where necessary and
publication goals.

Work continues to be conducted by the
relevant study groups and the results
are subject to the normal approval
processes within each study group.
A JCA may propose the establishment of
a Global Standards Initiative (GSI) in its
area of work.

Joint Coordination Activity on ICT and climate change (JCAICT&CC) New!
The objectives of the Joint Coordination Activity on ICT and
climate change (JCA-ICT&CC) are to co-ordinate activity on ICT &
CC across ITU-T Study Groups, in particular SGs (5, 9, 13, 15 and
16), and to coordinate with ITU-R and ITU-D as well as to provide
a visible contact point for ICT and Climate Change activities in
ITU-T, to seek co-operation from external bodies working in the
field of ICT & CC and enable effective two-way communication
with these bodies.

Joint Coordination Activity on Management (JCA-Mgt)
The scope of the Joint Coordination Activity on Management (JCAMgt) is the coordination of the management standardization work
inside and outside of the ITU-T. This JCA includes the coordination
responsibilities previously addressed by the NGN Management
Focus Group (NGNMFG) regarding NGN management, but goes
beyond by including also the coordination of the work related to
the next generation of telecommunication management networks.

Joint Coordination Activity-Accessibility and Human factors (JCAAHF)
The joint coordination activity on accessibility and human factors
(JCA-AHF) was established in December 2007. Participation is
open to representatives and experts from organizations interested
in the field, including standards development organizations
(SDOs), academia, governments, regulators, etc. JCA-AHF reports
to SG 2
Joint Coordination Activity for Identity Management (JCA-IdM)
The establishment of JCA-IdM (Joint Coordination Activity for
Identity Management) has been approved by TSAG in December
2007. The membership of the JCA-IdM is composed of
representatives from the ITU Study Groups and invited
representatives from recognized IdM external.

Joint Coordination Activity on Network Aspects of Identification
Systems (including RFID) (JCA-NID)
TSAG approved at its meeting (Geneva, 3-7 July 2006), the
establishment of a Joint Coordination Activity on Network Aspects
of Identification Systems (including RFID) (JCA-NID). Mr. PierreAndré Probst (OFCOM, Switzerland) was appointed as the
Convenor of this activity. JCA-NID is open to members and
designated representatives of relevant Standards Development
Organization and Forums. JCA-NID reports to TSAG
Joint Coordination Activity on IPTV (JCA-IPTV)
On 4 and 5 April 2006 the TSB Director convened a consultation
meeting to consider possible measures to take care of the IPTV
studies within the ITU-T (TSB Circular 71). A result of the
consultation meeting was an agreement to establish, according to
provisions of Recommendation A.7, a Focus Group on IPTV.
Subsequent to the agreement at the consultation meeting, TSAG,
at its meeting 3 to 7 July 2006, decided that the parent of the
IPTV Focus Group should be Study Group 13 and that a Joint
Coordination Activity (JCA) should be established amongst the
management of the concerned study groups to provide an
interface to the IPTV Focus Group. IPTV-JCA reports to SG 13

Joint Coordination Activity on Conformance and Interoperability
Testing (JCA-CIT)
Following a successful TSAG Correspondence Group on
Conformance and Interoperability Testing (CIT) and two
workshops, SG 17 established a Joint Coordination Activity (JCA)
on CIT as a means for facilitating information sharing and
collaboration. The JCA-CIT includes participation from relevant
ITU-T Study Groups and relevant outside bodies such as ETSI, ISO
and OMA. JCA-CIT reports to SG 17
Joint Coordination Activity on Home Networking (JCA-HN)
With the agreement of the TSAG meeting 14-18 March 2005, a
Joint Coordination Activity on Home Networking (JCA-HN) was
established. Mr. Andrew Nunn (BT, UK) was appointed as the
Convenor of this activity. The scope of the JCA-HN was decided
following a meeting held immediately after the ITU-T workshop
Opportunities and Challenges in Home Networking, 13 – 14
October 2005, Geneva and discussions at the TSAG meeting 7-11
November 2005. The name “Home Network Initiative” will be used
to describe work in this field spanning ITU-T Study Groups. JCAHN reports to TSAG

Joint Coordination Activity on NGN (JCA-NGN)
The setting up of a 'Joint Coordination Activity' on
NGN (NGN-JCA) was one of the agreements at
the WTSA-04 concerning the organisation of the
NGN studies. Its purpose is to augment the lead
study group role of Study Group 13 for NGN
particularly between Study Groups 2, 11 and 13
but also including other study Groups involved in
the NGN work such as Study Group 12 (NGN
QoS) and Study Group 17 (Security).
