Energy Efficiency
in the Mediterranean
The World needs Energy Efficiency
www.unece.org/energy/
Global primary energy demand projected to increase
by 50% between now and 2030
CO2 emissions projected to reach 40 Gt in 2030, a
55% increase over today
Buildings consume 35% of the world's energy and
account for 40% of the world’s GHG emissions
Action around energy efficiency enhances energy
security in Europe
Large scale action on energy efficiency would create
market demand for products and services, and
hundreds of thousands of new European jobs by 2030:
development of the Green Economy

The UNECE experience:
The FEEI Project and the planned Investment Fund
o
UNECE Financing Energy Efficiency and
Renewable Energy Investments for Climate
Change Mitigation (FEEI) has taken action along
the three parallel tracks of capacity building and
knowledge dissemination, policy reforms and
investment project finance
o
At Global level, through the other UN Regional
Commissions, a contribution is given by Global
Energy Efficiency 21 - GEE21
UNECE work for Energy Efficiency at the global level

o
GEE21 was launched at COP-14 (Poznan) in 2008
The multi-agency and system-wide approach of GEE21
makes the project a natural partner of UN-Energy
The successful development of GEE21 will also significantly
contribute to one of the two Key Goals proposed by the
Secretary General’s Advisory Group on Energy and Climate
Change (AGECC), which is calling for a reduction in global
energy intensity by 40% over the next 20 years
A Global Strategy for Energy Efficiency Market Formation
favours the emergence of self-sustained markets driven by
demand and supply

Barriers to self-sustained EE markets
o
GEE21 aims at the formulation of a holistic
approach to overcome barriers to energy
efficiency market formation in
(i) Supply of energy efficiency services
(ii) Demand for energy efficiency services
(iii) Enabling environment
o
The Mediterranean also needs Energy Efficiency,
and to overcome barriers to its development
www.unece.org/energy/
(i) Supply of energy efficiency services
Nature of the barrier
Measures to overcome it
Unavailability of capital
to kick off programme
or set up ESCOs
Dedicated equity or quasi-equity funds,
partial loan guarantees, new funding
institutions or funding windows
Lack of adequate
technology
Technical assistance, technology transfer
Lack of engineering &
project management
skills
Technical assistance, training
Lack of banking skills
Technical assistance, training, partial loan
guarantees, bypass of local banks
(ii) Demand for energy efficiency services
Nature of the barrier
Measures to overcome it
www.unece.org/energy/
Lack of awareness of EE Campaigning, enhanced communication
benefits
(especially on-line), free energy audits
Unavailability of capital State or DFI-funded credit lines to local
to pay for EE
banks, micro-finance, partial loanimprovements
guarantees
Lack of measurability of Introduction of standards, (free) energy
EE gains
audits
www.unece.org/energy/
(iii) Enabling environment
Nature of the barrier
Measures to overcome it
Absence of pricing
policies reflecting true
costs of energy and
rewarding energy
savings
Tariff reform. If not possible, investment
subsidies or concessional funding
High transaction costs
for project preparation
and management
Technical assistance, creation of specialized
ESCOs, investment subsidies
