Climate Change Policy
• International – Kyoto:
– Global target: 5.2% reduction on 1990 levels by 2010
– EU target: 8% reduction
– UK target: 12.5% reduction
• European:
– EU Emissions Trading Scheme
– EU Energy Performance of Buildings Directive
– Directive on Promotion of Energy from Renewables
– Proposed Directive on Energy End-use Efficiency
– CHP Directive
– EU Climate Action and Renewable Energy Package
The policy response continued…
•
United Kingdom:
– Climate Change Act 2008: 80% greenhouse gases emissions by 2050
– Energy Act 2008: 60% carbon dioxide emissions by 2050
– UK Climate Change Programme 2006
– Carbon Reduction Commitment
– Home Energy Saving Strategy (HESS)
– Community Energy Saving Programme (CESP)
– Carbon Emission Reduction Target + (CERT+)
•
England:
– Housing Act 2004
– Building Regulations 2006
– Decent Homes Standard
– HHSRS
– PPS 1: Sustainable Communities
– PPS 22: Renewable Energy
– Code for Sustainable Homes
What this means at a regional level…
• Local authorities are uniquely placed to
help Government reach climate change
targets because:
– Advice from community leaders
increases the impact of climate
change messages
– Communication of global issues can
be delivered at a local or regional
level
– Close links with other public and
private agencies exist
– They are trusted delivery partners
throughout the community
National Indicators and the LAA
•
198 NIs introduced in the Strong and
Prosperous Communities White Paper:
– NI 185: carbon dioxide reduction from
local authority operations
– NI 186: per capita reduction in carbon
dioxide emissions in the local authority
area
– NI 187: tackling fuel poverty
– NI188: adapting to climate change
•
100 local authorities have signed up to NI 186
•
Local authorities should sign up to NI 186 to
help achieve area-wide emissions reductions
The role of the Energy Saving Trust
• To provide free, impartial energy efficiency advice to residents
• To lead 60 million people to act on climate change
• Our vision for the future is that every home is a low carbon home
and everybody leads a low carbon lifestyle, by;
