Senior Hydromet staff
• A shortage of professional staff (caused by low salaries)
• In Tajikistan there are no educational institutions for the study
of hydrometeorology.
• Old equipment.
• Equipment is often not calibrated.
• Poor communications, logistics and transport for the regional
stations.

Senior Government agency staff
•5 Agencies obtained information from Hydromet, 3 (Education,
Industry and Finance) did not.
•4 agencies received short-term weather forecasts, 3 received longterm weather forecasts and 4 received warning about hazards.
•The principal gaps in Hydromet’s services were identified as
inaccurate forecasts (3 agencies) and late forecasts (3 agencies).

Senior Government agency staff responses on how Hydromet can
improve its services
• 5 agencies said a liaison person should be appointed within their
Ministry
• 3 said that Hydromet should itself appoint liaison officers
• 5 agencies said that Hydromet staff should have training in the
use of meteorological data
• 5 said that Hydromet staff should have training in the
methodologies of climate modeling.

Summary
•Inadequate equipment for data collection
•Inadequate resources to acquire and to maintain equipment
•Inadequate technical capacity to maintain and repair equipment.
•Inadequately trained staff
•Inadequate salaries to retain staff when they do develop expertise
•Weather, climate and climate change data are not readily available in a
format that is easily used nor provided in a timely manner.
These limitations therefore
•Reduce the quality of climatic information, and weather forecasts
(including those relating to climate impacts)
•Constrain climate change and climatic hazard impact research
