EU policy environment
• The European Consensus on Development has as ultimate
objective contributing to achievement of the MDGs
• The Agenda for Change sets out two priorities:
• Good Governance, Democracy and Human Rights
• Inclusive and Sustainable Growth

Inclusive and sustainable growth
• Three key foci for EU support:
social protection, health and education, defined as sectors that build
the foundations for growth and ensure it is inclusive;
business environment and regional integration, defined as enabling
vectors for inclusive and sustainable growth; and
sustainable agriculture and energy, together with sustainable use of
natural capital, defined as sectors that have 'a strong multiplier impact
on developing countries' economies which contribute to growth
generation, environmental protection and climate change prevention
and adaptation.

DCI Regulation:
Article 6 Thematic Programmes:
• multi-regional and/or cross-cutting;
• innovative policies and/or initiatives with the objective of informing
future actions;
• actions in cases where there is no agreement on the action with the
partner government(s);
• actions which reflect a Union policy priority or an international
obligation or commitment of the Union;,
• actions in cases where there is no geographical programme or where it
has been suspended.

assisting partner countries to reduce vulnerability to

sufficiently flexible (impact assessment)
• Need for improved coherence between thematic
programmes (MTR)
