Shoreline Management Planning/Integrated
Coastal Zone Management (SMP/ICZM):
'A process of governance that consists of the
legal and institutional framework necessary to
ensure that development and management plans
for coastal zones are integrated with
environmental and social goals and are made
with the participation of those affected.
The purpose of SMP/ICZM is to maximise the
benefits provided by the coastal zone and to
minimise the conflicts and harmful effects of
activities upon each other, on resources and on
the environment'

Shoreline Management Plan
According to the Water Resources Law No 12/1984 and the Environmental Law No 4/1994 the
shores are protected by a preliminary 200 m wide Set-Back Zone. No erection of buildings is allowed
within the Set-Back Zone without prior approval by SPA and EEAA. According to the same Water
Resource Law a final Set-Back Zone shall be determined by the concerned authorities. No building
can be erected in the final Set-back Zone.
• The SMP is a policy document defining the final Set-Back Line
and the policy to be applied to the management of the shores
• The SMP takes into account other existing planning initiatives
and legislative requirements intending to serve as an instrument
for strategic planning. It considers objectives, policy setting and
management requirements for a long-term epoch of 100 years
• The SMP demonstrates that management decisions made
today are not detrimental to the achievement of a long-term vision
for the shores, even though the vision may change with time. The
SMP is an integrated part for the wider Integrated Coastal Zone
Management (ICZM).

Shoreline Management Policies
The policy framework for the shoreline management should be based
on the following generic shoreline management policies, after
overriding drivers[1] have been identified and agreed upon and zoning
of the SMP Zone has been elaborate by the Coastal Group including
final determination of the Set-back Line (defined in Law No. 12/1984
and Law No. 4/1994) according to Law No. 12/1984:
(i) Hold the shoreline: maintain or upgrade the level of
protection provided by present coastal structures
(ii)Advance the shoreline: build new costal structures
seaward existing shoreline and/or perform beach
nourishment
(iii)Manage the alignment: allow retreat of the shoreline
with monitoring and, if appropriate, management to limit
or control movement
(iii)No active intervention: a decision not to invest in
providing or maintaining defences

The beach works as the first barrier towards the sea and if well
managed with access to sand it will follow the rise of sea level and will
remain unchanged as a primary protection

Conclusions
• SMP/ICZM process takes time and is complicated due to conflicting
interests of many stakeholders. Egypt not experienced in integrated
and participatory stakeholder approach.
• The SMP process (Coastal Group) will automatically define the need
for data and studies during the course of the process (not visa
versa).
• Without access to Best Available Technology (BAT) and data …no
process.
• Organisation/institution/legal conditions are in place in Egypt. No
need for new institutions.
• Capability/capacity not sufficiently developed yet in Egypt for
managing the entire SMP/ICM Process at required high technical
level

Recommendations support to good Governance
•
UNDP formulates a general Climate Change Adaptation
Programme for the Region aiming at supporting
Agencies in the individual Countries in good governance
related to the adaptation to the Climate Change induced
sea level rise.
•
Each country can apply the programme for support conditioned that
the results are disseminated and shared with other countries from the
region on workshops
•
Egypt (SPA/CoRI/etc) should apply such UNDP CCA Programme for
support to initiates the SMP process for the Delta area according to the
SMP Guidelines developed by SPA.
Do not wait any longer for detailed Policies and Strategies Jump start the SMP process according to the Guidelines
…….. and the process will automatically unfold the right
compromises……. and good governance is just ahead
